A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH ESTABLISHING POLICY RELATED TO THE
CONDUCT OF COUNCIL MEETINGS.
WHEREAS, It is essential that all citizens be given an opportunity
to present grievances, offer suggestions, or otherwise be heard by
the City Councill and
WHEREAS, Section 411 of the Charter of the City of Seal Beach gives
the rights of citizens to be heard, subject to the city Council
rules governing the conduct of council meetings7
NOW, THEREFORE, BE IT RESOLVED THAT THE FOLLOWING POLICY BE
ESTABLISHED:
Section 1. Any citizen or individual who wishes to address the
City Council~ come foreward to the microphone and wait to be
recognized by the Mayor. He will then give his name and address,
and if representing someone other than himself, shall state the
name of the individual or company which he represents, and then
address the Council.
Section 2. Any citizen or individual presenting petitions, docu-
ments, or material not previously submitted to the Council is
required to first pass a copy of said petition, document, or material ',.
to the City Clerk7 that copy shall be deemed to be the official
petition, document, or material. The City Clerk shall no~the time
and date such petition, document, or material is received.
Section 3. Anyone desiring to ask a question of anyone in the
council chambers shall direct the question through the Mayor.
Section 4. The City Council shall determine when sufficient time
has been allotted to any citizen or individual to present his
suggestion, information, or testimony.
