HomeMy WebLinkAboutCC Res 2018 1971-08-09 I I 1 " .- '., .. ~-, RESOLUTION NUMBER .q1J / f( A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, REQUESTING FEDERAL FINANCIAL ASSISTANCE FOR BEACH EROSION CONTROL AND SAND REPLENISHMENT, AND RESPECTFULLY REQUEST- ING THAT CONGRESSMAN CRAIG HOSMER INTRODUCE FEDERAL LEGISLATION WHICH WOULD REIMBURSE THE CITY OF SEAL BEACH FOR EXTRAORDINARY COSTS OF SAND REPLENISHMENT IN 1970. WHEREAS, The city of Seal Beach incurred extraordinary expense in the amount of $65,553 for sand replenishment as a result of beach erosion in the year 19707 and WHEREAS, Other local agencies receive federal financial assistance whenever beach erosion causes local agencies to expend funds to replenish the eroded areas with sand7 NOW, THEREFORE, BE IT RESOLVED THAT .,T.HE ;.e ITY 'OF .SEAL BEACH RESPECT- FULLY REQUESTS that Congressman craig Hosmer introduce legislation on behalf of the city of Seal Beach in the amount, and for the reasons as set forth in the letter, which is attached hereto and made a part hereof. BE IT FURTHER RESOLVED that the Orange County Board of Supervisors be requested to support the City of Seal Beach on behalf of all Orange County residents who also use the beach. Honorable Craig Hosmer Page Two We have discussed this p;oblem with Orange County Supervisor David Baker, -Mr. 1<:enncth_Sal!'pson, ~md representatives of the Corps of Engineers. All of these. people agree that Seal Beach is not receiving federal financial assistance as do other jurisdi.ctions, and that our only remcdy is to request special legislation which would pro- vide for the federal government to reimburse the city in the a~mount of money, $65,553., for sand replenishment in 1970. . . . . I am hopeful that you will agree with our position and respectfully request that your office introduce the appropriate legislation which would rE:il\\burse_ the-::.C:i:ty of -Seal Beach the extraordinary amoul}t of money it cost us for'sand replenishment along the beach in 1970. C. 20515 Dear Congressman Hosmer: The City of.Seal Beach has, over a period of years, been confronted with continuing .problems related to beach erosion and the costly remedy of sand replenishment. Our records indicate, and my own discussion ,,,ith Orange County Supervisor David Baker and Director of Harbors and Beaches Kenne'th S~mp~on, indicate that you are generally aware of these problems. Assuming that, I will not attempt to cover the history, but merely summarize our problems and respectfully request your assistance in affecting a solution. . First, the city of Seal Beach has been paying one-hundred per cent . (100%) of the cost of sand replenishment along the shoreline for some years. . In 1970 the city expended $65,553 for 130,000 cuJ)i.c ya,rdl!l of sand. Orig.imllly the Corps of Engineers studies indicated that the sand replenishment would be approximately lO,OOO cubic'yar.aR .per year. This estimate was based on the Corps of Eng-ineers' study related to the effec~s on the shoreline after certain jettys and groins were constructed i~ this area. Secondly, it is our understanding that beach areas adjacent to Seal Beach receive federal financial assistance f0r sand replenishment. The most recent example of such a project is at Surfside beach which is immediately to the south of Seal Beach. It is our position that the City of Seal Beach is faced with beach erosion problems similar to other areas, but receives no feder.al financial assistance as do other similar )uriedicticns. ~'he amount of money expended by Seal Beach for sand replenishment in 1970 was a significant amount in terms of.a small community's budget, and, in addition, we are observing significant beach erosion problems agc1in this year. .
