AN ORDINANCE AMENDING THE CODE OF THE CITY OF SEAL BEACH, CALIFORNIA
CHAPTER 3, "ANIMAI;S AND FOWL", RElATING TO THE LICENSING OF DOGS
IN SAID CITY AND DECLARING THE URGENCY THEREOF AND THAT THIS
ORDINANCE SHALL TAKE IMMEDIATE EFFECT.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS:
SECTION 1. Chapter 3, "Animals and Fowl" of the Code of the
City of Seal Beach, California is hereby amended by amending
Section 3-8 thereof, entitled "Licensen-Required; fee; duration,"
to read as follows:
Every person owning or having control of any dog in the city
shall pay a license tax of three dollars per annum for each dog so
owned or controlled by him.
The license shall be dated on the first day of January of
every year.
Licenses for each calendar year shall be available from the
License Collector on or before the first day of November of the
preceding calendar year. Licenses for the current calendar year
shall be obtained on or before the 10th day of February of said
calendar year or within 30 days of the establishment of residence
of a person required to purchase a license if said residence is
established subsequent to January first of said calendar year.
Persons required to obtain a license who fail to comply with the
provisions above as to date of purchase shall paY,a delinquent
charge of $2.00 in addition to the regular charge of $3.00 for the
license obtained subsequent to the time periods specified above.
SECTION 2. SEVERABILITY. If any section, subsection,
sentence, clause, phrase, or portion of this Ordinance, or the
application thereof to any person, firm, corporation, or clrc~
stance, is for any reason held to be invalid or unconstitutional
by the decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining portions
of this Ordinance. The Council of the City of Seal Beach hereby
declares that it would have adopted this Ordinance and each
section, subsection, sentence, clause, phrase, or portion thereof,
irrespective of the fact that anyone or more sections, subsections
sentences, clauses, phrases, or portions be declared invalid or
unconstitutional.
SECTION 3. This Ordinance is required for the immediate
preservation of the public health, safety and welfare by reason
of the following facts: The licensing and control of dogs in
the City of Seal Beach is necessary to preserve the public health,
safety and welfare and is therefore required for the immediate
preservation thereof.
SECTION 4. This Ordinance, being required for the immediate
preservation of the public health, safety and welfare shall take
effect immediately upon its adoption, shall be certified as to its
adoption by the City Clerk, and shall be published in a legally
adjudicated newspaper of general circulation within fifteen days
