ORDINANCE NO. 595
AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING ORDINANCE NO. 465,
ENTITLED "AN ORDINANCE PROVIDING REGULATIONS FOR THE SUBDIVISION
OF LAND IN THE CITY OF SEAL BEACH CALIFORNIA, AND FOR THE
PREPARATION AND PRESENTATION OF MAPS THEREFOR; REQUIRING CERTAIN
IMPROVEMENTS IN CONNECTION THEREWITH; PROVIDING FOR THE APPROVING
AND RECORDING THEREOF; AND DESIGNATING AN ADVISORY AGENCY".
THE 'CITY 'COUN'CIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS:
SECTION 1. Statement of UrRency. The City Council finds
and determines that Ord1nance No. 40:1 should be amended as
hereinafter set forth and that such amendment is necessarily
required for the immediate preservation of the public peace,
health, safety and welfare, for the reason that certain conditions
have arisen and occurred which, unless this Ordinance be adopted,
would result in an unnecessary and excessive increase in taxation
to property owners in the City of Seal Beach, and, further, that
great and unnecessary hardship and harm to the citizens of the
City of Seal Beach, particularly with respect to sanitation
facilities, would result unless said Ordinance No. 465 be amended
as hereinafter set forth.
SECTION 2. Amendment to Ordinance. Section 2lA of Ordinance
No. 465 is hereby amended to read as follows:
Section 2lA - ALTERNATE PROCEDURE
The City 'Council may, on its own motion, by four-
fifths majority of the Council, approve tentative maps for
subdivision of lands annexed to the City within the preceeding
six (6) months and acted on by the Planning Commission as to
appropriate zoning. Such Council approval shall be a procedural
alternative for'actions of other City agencies provided in
Sections 14, 19, 20 and 21 above.

SECTION 3. Severability. If any section, subsection, sentence,
clause, phrase, or port10n of this Ordinance, or the application
thereof to anr person, firm, corporation, or circumstance, is for
any reason he d to be invalid or unconstitutional by the decision
of any court of competent jurisdiction, such decision shall not
affect the validity of the remaining portions of this Ordinance.
The Council of the City of Seal Beach hereby declares that it '
would have adopted this Ordinance and each section, subsection,
sentence, clause, phrase, or portion thereof, irrespective of '
the fact that anyone or more sections, subsections, sentences,
clauses, phrases, or portions be declared invalid or unconstitu-
tional.
SECTION 4. Effective Date. 'This Ordinance shall take effect
forthwith upon the adopt10n Dareof, being an Ordinance required
for the immediate preservation of the public health, safety,
morals, and welfare, and the same shall be duly published and
posted as required by law.
