HomeMy WebLinkAboutCC Res 2039 1971-11-08 I 1 1 ., ~ r ~. ~ RESOLUTION NUMBER ;.?n31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, RESTATING OPPOSITION TO THE SOUTHERLY EXTENSION OF 605 FREEWAY: THE PROPOSED CONSTRUCTION OF THE PACIFIC COAST HIGH- WAY FREEWAY: AND EXPRESSING OPPOSITION TO THE CROSSTOWN FREEWAY (ROUTE 22). WHEREAS, The City of Seal Beach has previously expressed its opposition to the proposed extension of the 605 Freeway and the proposed construction of the Pacific Coast Highway Freewayr and WHEREAS, The City Council of the city of Seal Beach by resolution has asked the State Highway commission to reopen hearings on these proposed freeway projectsr and WHEREAS, The State Highway commission has refused to reopen said hearingsr and WHEREAS, The Crosstown Freeway (Route 22) if constructed, could seriously deteriorate the quality of life in the COllege Park West portion of Seal Beachr and WHEREAS, Several citizens from the COllege Park West area have written letters encouraging the City of Seal Beach to oppose Route 22r and WHEREAS, A petition containing nearly 400 names from the College Park West area has requested the city Council of the city of Seal Beach to go on record as opposing the Pacific Coast Freeway, Route 22, and the extension of any existing freeway in the immediate area that would have serious negative effects on the communiqr THEREFORE, the city Council of the city of Seal Beach hereby determines as follows: Section l. Deletion of major elements of the freeway both to the north and the south of Seal Beach make it extremely questionable that this freeway will become a regional type freeway which was envisioned when it was approved by the State Highway Commission. Section 2. Conditions and statistics which were used to justify the need for the Crosstown Freeway no longer apply. Section 3. The questionable advantages which would be achieved through construction of the Crosstown Freeway certainly do not outweigh the tremendously negative environmental and ecological effects the freeway would have on the city of Seal Beach. Section 4. To recommend that the state Division of Highways consider plans to solve traffic flow problems in California by methods other than seemingly never-ending construction of free- ways, and to consider alternate methods of moving traffic. NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of Seal Beach that copies of this resolution and other resolutions passed by the City of Seal Beach in opposition to the above- mentioned freeways be forwarded to appropriate legislators. BE IT FURTHER RESOLVED that the City Council of the City of Seal Beach hereby urges the State Legislature to rescind any and all appropriations and immediately drop plans to construct the Pacific Coast Freeway, the southerly extension of the 605 Freeway, and the Route 22 Freeway, and take appropriate action to delete these portions of freeway from the State Freeway System.
