RESOLUTION NUMBER ,2083
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, A CHARTER CITY, OPPOS-
ING THE PASSAGE OF SENATE BILL NUMBER lOa AND
ASSEMBLY BILL NUMBER 200; AND URGING THE GOVERNOR
TO VETO SAID BILLS IN THE EVENT THEY PASS THE
LEGISLATURE.
WHEREAS, The State Legislature is again considering abrogating the
rights of all subdivisions of the State below the state level by
the passage of Senate Bill Number 100 and Assembly Bill Number 200;
and
WHEREAS, These two bills are not-too-subtle attempts by the
Legislature to control the State by their appointments of the mem-
bers of the regional commissions who are not elected Officials;
and
WHEREAS, We believe that where regional control and cooperation are
needed in such areas as ecology, transportation, and others,
provisions should be made to have the elected officials of the
counties and cities concerned appointed to boards and commissions
to coordinate the efforts of the elected bodies in the areas
affected; and '
WHEREAS, These bills, under the guise of protecting the coastline
and the ecology, take away from the individual citizens many of the
rights we have cherished as a nation for nearly 200 years; and
WHEREAS, Local governments have been effective in accomplishing
controls necessary for the health and safety of the citizens for
196 years; and
WHEREAS, It is recognized that due to changing conditions of air
and water pollution, the legislature can and should require that
certain measures be taken to correct existing conditions, and set
up the procedure for which the boards of supervisors and the city
councils in the affected areas are to be forced to work together
to alleviate the situation; and
WHEREAS, In the opinion of this city Council, Sena~e Bill Number
100 and Assembly Bill Number 200 are communistic in nature and
suggest that we the people are not able to conduct our own local
affairs, but must be taken into protect~ve custody by the
Legislature;

NOW, THEREFORE, BE IT RESOLVED that this city Council on behalf of
ourselves and our constituency are unalterably opposed to the
passage of Senate Bill Number lOO and Assembly Bill Number 200 in
their present forms, or any similar billl
BE IT FURTHER RESOLVED that it would be the duty of the Governor
to veto such bills if passed by the Legislaturel
BE IT STILL FURTHER RESOLVED that the "Big Brother" policy has no
place in a democracy.
PASSED, APPROVED, AND ADOPTED by the City Council of the city of
Seal Beach, California, at a meeting thereof held on the 27th day
of March, 1972, by the following vote:
