AN ORDINANCE OF THE CITY OF SEAL BEACH
REGULATING HEIGHT AND LOCATIONS OF
WALLS, FENCES AND HEDGES
The City Council of the city of Seal Beach does ordain
5 as follows:

Section 1: Vision Clearance, Corner and Reversed Corner
7 !!2!:.!.', All corner lots and reversed corner lots subject to yard
8 requirements under any City ordinance shall maintain for safety
9 vision purposes a three-sided area, two sides of Which shall be
10 formed by the extension of the lot lines adjacent to the front
11 and side streets to the nearest point of intersectionr two sides
12 of such three-sided area shall be in single family (R-l) resi-
13 dential zones thirty-five feet (35') in length and in all other
14 residential zones fifteen feet (15') in length, as measured
15

from the aforementioned point of intersection. The third side
of said three-sided area shall be a straight line connecting ,
17 the last two mentioned pOints as measured from the common point
18 of intersection. Within said three-sided area there shall be
19 maintained no fence, shrub or other physical obstruction more than
20 two feet (2') in height above the established grade, except that
21 a fence such as a rail fence not to exceed forty-two inches (42"')
22 in height shall be permissible provided that such fence does not
23 obstruct visibility by more than twenty-five per cent (25%) of
24 the area between the established grade and the top of said fence.

to divide two lots and if one lot has a different front-yard requi e-
ment than the other, the lesser of the two requirements shall
prevail.
(b) Corner Lots. On the side-street side of a
corner lot a wall, fence or hedge not more than six feet (6')
in height may be located anywhere on the lot to the rear of the
corner of the residence nearest to the front street.
(c) Reversed Corner Lots. on a reversed corner lot
a wall, fence or hedge not more than six feet (6') in height
may be located anywhere on the lot to the rear of the rear-line
of the required front yard.
(d) Common Lot Lines. A wall, fence or hedge not
more than six feet (6') in height, located and maintained along
or within one foot (1') of the common line between two lots
subject only to the lesser of the restrictions applying to the
two adjoining lots as per the preceding paragraphs in this section
(e) Legallv Required Fences. The provisions of
this section shall not apply to fences required by state law
to surround and enclose public utility installations or to chain-
link fences enclosing public schoolgrounds and public playgrounds.
(f) Retaining walls. Where a retaining wall is
located on the line separating lots or parcels, such retaining wal
may be topped by a wall, fence or hedge of. the same height that
would otherwise be permitted at the location if no retaining wall
existed.
(g) Wall or Fence structure. structure of all
walls and fences permitted by this Ordinance shall be subject
to requirements of the city Building COde.
Section 3: No person shall build or erect, or allow to
be built or erected any wall, fence or hedge in conflict with
or in violation of any of the provisions of this Ordinance and
any person so violating shall be deemed guilty of a misdemeanor

and, upon conviction, ~hall be punished by a fine of not more
than Three HUndred Dollars ($300.00) or by imprisonment in jail
for not m9re than three (3) months, or by both such fine and
imprisonment.
Section 4: The city Clerk shall certify to the passage
and adoption of ~his ordinance by the City Council of the City of
Seal Beach and cause the same to be published once in the Seal
Beach "Post and Wave".
PASSED, APPROVED AND ADOPTED by the City Council of the
Seal Beach at a regular meeting thereof held on the ~~
