A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA OPPOSING PROPOSITION 19,
THE MARIJUANA INITIATIVE.
Proposition 19 on the November 7, 1972 ballot proposes that
no adult will be criminally prosecuted for raising, preparing,
transporting or possessing marijuana provided it is for his
own personal use; and
WHEREAS, the effects of marijuana are still not fully understood; and
WHEREAS,
WHEREAS, to legalize a drug before all medical and psychological effects
are ascertained would be detrimental to the people of California;
and
WHEREAS, a study of 5,000 heroin addicts showed that 95% started drug
abuse with marijuana; and
WHEREAS, Proposition 19, if passed, would tax law enforcement agencies
beyond their limits to cope with the problems created by its
passage;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach
does hereby oppose Proposition 19, the Marijuana Initiative and urges a NO
vote on Proposition 19.
