RESOLUTION NO. .;[ I~ I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE INTERIM OPEN SPACE/ RECREATION ELEMENT TO THE GENERAL PLAN OF THE CITY OF SEAL BEACH ADDING A PARK STANDARD. WHEREAS, a city may under the provisions of a subdivision ordinance require the dedication of land or payment of fees in lieu thereof or both for park purposes; and WHEREAS, prior to requiring the dedication of land or payment of fees in lieu, a city must have an adopted Open Space Element to its General Plan; and WHEREAS, it is desirable that this element contain criteria which establishes a ratio of parkland to population; and WHEREAS, the City of Seal Beach does have an adopted Interim Open Space/Recreation Element to the General Plan which does not presently contain criteria establishing a ratio of parkland to -population; and WHEREAS, on November 15, 1972, after the required public hearing, the Planning Commission approved and recoaaended that the City Council adopt an amendment to the Interim Open Space/Recreation Element incorporating a pa~k standard; and WHEREAS, the required publie notices were posted by the City Clerk as required by law and the publie hearing held by the City Council a~,required. NOW, THEREFORE, BE IT RESOLVED that the ,City Council of the City of Seal Beach does hereby approve the adoption of the following amendment to the Interim Open Space/Recreation Element to the General Plan. The following shall be added to the bottom of page 2, under the heading of "recreation land," to the Interim Open Space/Recreation Element to the General Planl '~raditionally, a nationally aceepted standard for local parks at the city level has been four acres of parkLands for each 1,000 residents, The city recognized the fact that this standard has not always been adhered to in the past. However, in consideration of the importance of open space and recreation as contributing faetors to the welfare, the city will strive to attain this standard in areas which may be developed in the future."
