AN ORDINANCE OF THE CITY OF SEAL BEACH
CREA TING THE POSITION OF DffiECTOR OF
FINANCE, DEFINING THE POWERS AND DUTffiS
THEREOF AND TRANSFERRING THE SAME
FROM THE CITY CLERK.

The CUy Council of the CUy of Seal Beach does ordain as follows:
SECTION l: Pursuant to the provisions of Section 40805. 5 of the

Government Code of the State of CaLifornia there is hereby created and
established the office of the Director of Finance of the CUy of Seal Beach.
SECTION 2: The financial and accounting duties imposed upon the
City Clerk by Sections 40802 to 40805 inclusive, of the Government Code
of the State of California, are hereby transferred to the Director of
Finance. He shall perform the following duties:
l. Maintenance of Financial Records: Maintain all records readily
reflecting the financial condUion of the CUy and all of Us Departments;
2. Report for Fiscal Year: At the end of each fiscal year, prepare
and present to the CUy Council a summary statement of receipts and
disbursements by departments and funds, including opening and closing fund
balances in the CUy treasury;
3. Publication of Financial Statement: Cause the financial statement
of the City to be published in accordance with the provisions of
Sections 40804 and 40805 of the Government Code;
4. Compilation of Financial Information for Budget: Compile all
financial information necessary for the preparation of the Cityts budget
and make such information available to the officer whose responsibility
it is to prepare the budget;
5. Monthly Financial Report: Prepare a monthly statement of all
receipts and disbursements in suffl,cient detail to show the financial
condition of the City and tlach of Us Departments;
30 6. Licenses: Supervise and be in charge of license issuance and

32 7. Payroll Records: Supervise and be in charge of all payroll records;

1 8. Insurance Policies: Maintain a record of aU insurance policies
2 and their expiration dates;

9. Collection of Taxes, Assessments, etc.: See that aU taxes,
assessments and other fees and revenues of the City, or for whose
coUection the City is responsible, and aU other money receivable by the
City from the County, State, or federal government, or from any court,
office, department or agency of the City are collected; and perform such
other duties that are from time to time assigned to him by the C.Uy CounciL.
SECTION 3: Pursuant to the requirements of the laws of the State
wUh reference thereto (Section 37209 of the Government Code), the
Director of Finance, before entering upon the duties of his office, shaU
execute a bond in the amount to be determined by the City Council.
SECTION 4: The CUy Clerk shall certify to the passage and adoption
of this ordinance by the CUy Council of Seal Beach and cause the same
to be published once in the "Seal Beach Post and Wave", a newspaper
of general circulation, published and circulated in the City of Seal Beach.
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Seal Beach at a regular meeting of the City Council held on the
2lst day of June, 1960.
