AN ORDINANCE OF THE CITY OF SEAL BEACH
REGULATING PADDLE BOARD SURFING AND
PROVIDING THAT THIS BE DEEMED AN
EMERGENCY ORDINANCE.

5 The City CQuncil of the City of Seal Beach does ordain as follows:
6 SECTION '1: That from May lst to October 1st of,each calendar year
7 no person shall engage in paddle board surfing in the City of Seal Beach
8 between the hours of 10:00 A. :M. and 6:00 P. M. of each such day except
9 in that area of the beach and adjacent surf at Ocean located at the outlet
10 of the San Ga6ri.el River, which is parallel to the eastern jetty of the
11 Long Beach Marina, and no person shall swim in this ares. during the
,
12 hours of 10:00 A. M. to 6:00 p. M. daily during the period from May 1st
13 to October 1st.
14 SECTION 21 That the time and places that paddle board surfing
15 is permitted by Section 1 hereof may be further limited by order of the
16 Captain of Lifeguards of the City of Seal Beach. No person engaged in
17 paddle board surfing shall engage in such surfing within 100 feet of any
18 person who is engaged in the act of swimming or bathing. f
19 SECTION 3: No person shall operate or permit to be operated any
20 power boat on'the beach or in the surf within the City of Seal Beach.
21 SECTION 4: The City Council finds and determines that this ordinance
22 be deemed an emergency ordinance for the immediate preservation of
23 public health and welfare and the facts concerning such urgency are:
24 That it is now the summer tourtis.t season and that there have been
25 many injuries to swimmers caused by surf boards. in the City and there have
26 been msny occasions of power boats. being operated to endanger the lives
27 of swimmers and it is, therefore, necessary to immediately exercise
28 necessary control of power boats and the use of paddle boards and surf boards.

29 SECTION 5: This ordinance being an emergency ml'lasure for the
30 immediate preservai ion of public peace, health and welfare, it shall take
31 effect immediately up6n its passage by the City Council.
32 SECTION 6: The City Clerk shalt certify to the passage and adoption

1 of this ordinance an d cause the same to be published once in the "Seal Beach
2 Post and Wave".
3 SEOTION 7: Any person violating any section of this ordinance shall
4 be deemed guilty of a misdemeanor and upon conviction thereof shall be
5 punished by a fine of not more than $300.00 or by imprisonment in jail
6 for not more than thirty (30 days) or be punished by both such fine and
7 imprisonment.
8 PASSED, APPROVED AND ADOPTED by the City Council of the
9 City of Seal Beach at a regular meeting thereof held on the 19th day of
10 July, 1960.
