A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, SUPPORTING THE DELTA
PERIPHERAL CANAL. .
WHEREAS, The Peripheral Canal Project is proposed as a joint use
feature of the California state Water Project and the
Federal Central Valley Project: and
WHEREAS, The State Department of Fish and Game, after over eight
years of study at a cost of over Three Million Dollars
has concluded that the Peripheral canal Project is the
only plan that can protect the fish and aquatic resources
of the Delta and also provide opportunities for their
enhancement: and
WHEREAS, The State Department of Water Resources, after conducting
comprehensive studies on Delta recreation. Delta levee
protection, Delta and bay water quality and other environ-
mental studies at a cost of over one thousand man years
of effort and Ten Million Dollars, has found the
Peripheral Canal to be the best plan for the protection
of the Delta environment and meeting the contracted
requirements of the State Water Project: and
WHEREAS, The Peripheral Canal Project would provide Orange County
with a source of high'-qua1ity water one-fifth as hard as
Colorado River water, and with one-fifth the total salts
of Colorado River water: and
WHEREAS, The quality of Colorado River water, Santa Ana River
water and ground water is approaching U. S. Public Health
minimum drinking water standards and, therefore, cannot
be utilized for combining with reclaimed water: and
WHEREAS, The reclaiming of a portion of the 150,000 acre feet of
waste water discharged annually into the Pacific Ocean
from Orange County would provide an important additional
source of potable water for use in the County: and
WHEREAS, The high quality water provided by the peripheral Canal
project could make possible waste water reclamation of
a portion of the waste water discharged from Orange
County into the Pacific Ocean:

NOW, THEREFORE, BE IT HEREBY RESOLVED that the city of Seal Beach
urges the Honorable Ronald Reagan, Governor of the State of
California, to promptly approve the 1969 Bureau of Reclamation
feasibility report on the Peripheral Canal and promptly transmit
the ~tate's comments to the U. S. Secretary of the Interior, and
that necessary agreements with the Federal Government for its
construction and operation be executed: and
BE IT FURTHER RESOLVED that the United States Congress is strongly
urged to enact legislation to authorize the Peripheral Canal and
to provide funds for its construction in order that the 1977
completion date may be met.
PASSED, APPROVED, AND ADOPTED by the city Council of the City of
Seal Beach, California, at a meeting thereof held on the 1st day
