A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA RECOMMENDING THAT THE COUNTY OF
ORANGE BE DESIGNATED AS THE COORDINATING AGENCY
FOR THE "TOPICS" PROGRAM.
WHEREAS, A special program known as TOPICS has been established by the U. S.
Bureau of Public Roads to alleviate local traffic problems on arterial streets,
and
WHEREAS, it is necessary that a coordinating agency be designated for such
program in each region, and
WHEREAS, the County of Orange now admini8ters a coordinated program of City-
County arterial highway improvements,
NOW, .THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach
to recommend that the County of Orange be designated as the coordinating agent
for the TOPICS program for the Orange County area of the Los Angeles Metropolitan
Region.

Subject: Federal Aid TOPICS Program
A special Federal Aid program entitled TOPICS has been initiated to provide
assistance in constructing highway improvements that would result in alleviation
of restrictive or hazardous traffic situations. This program does not include
major road extension or widening projects. However, it may well be of assistance
in correcting local "spot" traffic difficulties. The staff is reviewing Seal
Beach traffic problems for situations by which this program 'DIllY be applied.

However, before any city will be considered for such application, it is required
that a regional agency be designated as coordinator for the overall traffic
sy.stem involved in their projects. It is my recommendation that ~he Coan!;, of
Orsns, be recommended as the coordinating agency for the Orange County portion of
the Los Angeles Metropolitan area. The proposed resolution to that effect is
attached for your consideration.
