I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF FIRST STREET. WHEREAS. the City of Seal Beach desires to acquire right-of-way for First:-",,-, Streetlind construct one-half of First Street from Pacific Coast Highway to 1200 feet south of Pacific Coast Highway, and WHEREAS, First Street is an important artery in the County of Orange and of general County interest, and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, construction or repair of a street within a City, and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County budget of the Special Road Improvement Fund for the Fiscal Year 1970-71 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $111,777.00, said amount to be matched by funds from said City, to be used to aid said City in the acquisition of right- of-way for First Street and construction of one-half of First Street from Pacific Coast Highway to 1200 feet south of Pacific Coast Highway, said improvements to be in accordance with the attached project statement; BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said work OD.Eirst Street, in the manner provided, is in the general County interest. BE IT FURTHER RESOLVED that, by this Resolution, the City of Seal Beach agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights-of-way will b~ ayai1able for the fiscal year 1970-71. Reso1utio~ N~er A.H.F.P. PRELIMINARY PROJECT STATEMENT (CONTINUED) SOURCE OF FUNDS: , The City will use gas t~x and general fund monies for its portion of the project. DRAINAGE: Minor storm drainage work will be required to handle storm drainage on First Street conveying it to an existing channel. PROJECT SCHEDULE: This project will be Phase 1 of the total improvement of First Street from Ocean Avenue to Westminster Avenue. It is anticipated that the schedule for improvements will be as follows: I Phase 1 - 1970-71 Partial procurement of right-of-way from Marina Drive to Pacific Coast Highway. Construction of one-half of the street from Pacific Coast Highway to 1200 feet south of Pacific Coast Highway. "Proposed First Street Construction Schedule" Phase 2 - 1971-72 Completion of right-of-way acquisition. from ~larina Avenue to 1200 feet south of installation at Pacific Coast Highway. Construction of one-half of the street Pacific Coast Highway. Traffic signal Phase 3 - 1972-73 Construction of remaining one-half of the street from Pacific Coast Highway to 1200 feet south of Pacific Coast Highway. Installation of traffic signal system at Marina Drive. Phase 4 - 1973-74 Acquisition of right-of-way and partial construction (2 lanes) from Pacific Coast HigHway northerly to Westminster Avenue. Phase 5 - 1974-75 I Construction of four additional travel lanes from Pacific Coast Highway to the 605 Freeway. An additional two lanes from 605 Freeway to Westminster Avenue. Phase 6 - 1975-76 Ramp and traffic signal at the freeway connection off ramps. Traffic signal improvements at Westminster Avenue. Acquisition of right-of-way from Ocean Avenue to Marina Drive. ,-' - . , . Resolution ~umber Phase 7 - 1976-77 Construction of two additional lanes from Ocean Avenue to Marina Drive. Completion of portion from 605 Freeway to Westminster Avenue. Phase 8 - 1977-78 Median landscaping and other traffic controls at various locations. Phase 9 - 1978-79 Completion of portion from south of Ocean Avenue to Marina Drive. TRAFFIC: I Although this street is presently unconstructed the development of 564 units has been approved by the City for construction on a site south of Pacific Coast Highway and fronting on First Street. This project will provide the only means of ingress and egress for this property. It is further anticipated that once this parce1~ is constructed that several other high density parcels will be developed. Under the City's General Plan this street will be of major significance in handling the anticipated high traffic volume throughout the densely populated coastal section. I " 1---
