RESOLUTION NUMBER 1839 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, ORDERING, CALLING, AND PROVIDING FOR, AND GIV- ING NOTICE OF A SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON JUNE 2, 1970, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY PROPOSITIONS RELATING TO A PARKS PROGRAM, AND REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO CONSOLIDATE SUCH SPECIAL MUNICIPAL ELECTION WITH THE STATE-WIDE GENERAL ELECTION TO BE HELD ON JUNE 2, 1970, PURSUANT TO SECTION 23302 OF THE ELECTIONS CODE, WHEREAS, The City Council of the City of Seal Beach did on the 2nd day of April, 1970, pass and adopt Ordinance Number 808 calling for a submission to the voters at a special municipal election of an advisory proposition relating to a proposed parks program for the City of Seal Beachl and WHEREAS, There will be a general municipal election on June 2, 1970, for the election of one or more city councilmenl and WHEREAS, It is desirable that said special and general municipal elections be consolidated with the state-wide, general pr~ary election to be held on June 2, 1970, within the City of Seal Beach, the precincts, polling places, and election officers of the two elections be the same, and that the Board of Supervisors of the County of Orange canvass the returns of the ,general and special municipal elections to be held in all respects as if there was only one election, NOW, THEREFORE, the City Council of the City of Seal Beach, California, does resolve determine and order as follows: Section 1, That a special election be held and the same is hereby called to be held in said City on June 2, 1970, for the purpose of submitting to the qualified voters of said city an advisory pro- position hereinafter set forth relating to a proposed parks program, Section 2, That the advisory proposition submitted to the voters shall be as follows: "Shall the city council, on a pay-as-you-go basis, utilize reoccurring revenues currently available, commence a park acquisition and development program including (1) leasing or acquiring a 10,,5+ acre site immediately north of the Marina Hill-section of the CitYl (2) acquire by exchange or purchase of an easement for pedestrian and vehicle traffic an oceanward extension of First Street to the beach area; and (3) develop the most westerly portion of the beach (First Street beach) with additional parking, comfort stations, and recrea- tional facilities? This measure is advisory to the City Council." " I I I '," 7} Resolution Number . .' .- Section 3, That a general election be held and the same is hereby called for the election of one or more city councilmen on June 2, 1970, Section 4, That the polls for said elections shall be opened at 7:00 A,M" for the day of the said elections and shall rema1n open continually from that time until 8:00 P,M" of the same day, when said polls shall be closed, except as provided in Section 14435 of the Election Code of the State of California. Section 6, That a cross (+) placed in the voting square after the word "YES" in the manner hereinbefore provided shall be counted in favor of the adoption of the proposition, A cross (+) placed in the voting square after the wora "NO" in the manner hereinbefore provided shall be counted against the adoption of the proposition, Section 7, That the special and general elections hereby called for and the date hereinbefore specified shall be and are hereby ordered consolidated with the state-wide general election to be held on said date, and within said city the precincts, polling places, and officers of election for the special municipal elections hereby called shall bethe same as those provided for in said state-wide general election, The Board of Supervisors of Orange county is hereby requested to order the consolidation of the special elections hereby called with the said state-wide general election, and said Board of Supervisors is hereby authorized to canvass the returns of said special elections, and said elections shall be held in all respects as if there were only one election, and only one form of ballot, namely, the ballots used at saidJgeneral election shall be used, Said Board of Super- visors shall certify the results of the canvass of the returns of said ~pecial elections to the city Council of said City and shall thereafter declare the results thereof, A proposition submitted by this reBolution shall be designated on the ballot by a letter printed in the left margin of the square containing the description of the measure, as provided in Section 10231 of the Elections Code, ,. " " Resolution Number f' ., . , Section 8, That notice of the time and place of holding said elections is hereby given and the City Clerk is hereby authorized, instructed and directed to give such further notice of said elections in time, form and manner as required by law, Section 9, That the City Clerk shall certify to the passage and adoption of this Resolution~ shall enter the same in the book of original resolutions of the city~ and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said city, in the minutes of the meeting at which the same is passed and adopted, Section 10, The City of Seal Beach recognized that additional costs will be incurred by the County by reason of this consolidation and agrees to reimburse the county for any such costs and the city further recognized the additional work occasioned by the election officials and is willing to make such arrangements as are deemed appropriate by the Board of Supervisors for providing additional compensation to the election officials, PASSED, APPROVED, AND ADOPTED by the City council of the City of\ Seal Beach at a regular adjourned meeting held on the .::t.
