RESOLUTION NO. ~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH REQUESTING THE COUNTY OF ORANGE
TO INCLUDE InTllIN THE ARTERIAL lIIGlIWAY FINANCING
PROGRAM TIlE IMPROVEMENT OF FIRST STREET (PHASE 2).
WHEREAS, the City of Seal Beach desires to acquire right-of-way for First
Street (Phase 2), construct one-half of First Street from Marina Drive to 1200
feet easterly and complete First Street from Pacific Coast Highway to a point
l200 feet east of Marina Drive and install traffic signal system at the inter-
section of First Street and Pacific Coast Highway, and
WHEREAS, First Street is an important artery in the County of Orange and
of general County interest, and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and
Highways Code authorizes a County, if it so desires, to expend funds apportioned
to it out of the California Highway Users Tax Fund for aid to any City in the improve-
ment, construction or repair of a street within a City, and
WHEREAS, the Board of Supervisors intends to, by appropriate action, provide
in the County budget of the Special Road Improvement Fund for the Fiscal Year
1971-72 a sum of money for the improvement of streets within the incorporated
cities of the County in accordance with the Orange County Arterial Highway
FinancinR Program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach hereby requests the Board of Supervisors of the County of Orange to allocate
to said City from County funds the amount of $135,050.00, said amount to be matched
by funds from the City, to be used to aid said City in the improvement of First
Street from Marina Drive to Pacific Coast Highway, and for the acquisition of
necessary rights of way; said improvements and acquisition of rights of way to be
in accordance with the attached project statement;
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange
is hereby requested to find that said work on First Street, in the manner provided,
is in the general County interest.
BE IT FURTHER RESOLVED that, by this Resolution, the City of Seal Beach
agrees with the basic coneepts of the Arterial Highway Financing Program; and
further agrees that its share of the cost of improvements and rights-of-way will
be available for the fiscal year 1971-72.

Minor storm drainage work will be required to handle storm drainage on Fi~st Street
conveying it to an existing channel. This channel will be bridged with a box
.,culvert. This culvert will be constructed to ultimate width.
PROJECT SCHEDULE:
This project will be Phase 2 of the total improve~~nt of First Street from Ocean
Avenue to Westminster Avenue. It is anticipated that the schedule for improvements
will be as follows:

TRAFFIC:
" Although this street is presently part~al1y constructed, the developMent of 549
units has been approved by the City for construction on a site south of Pacific
Coast Highway and fronting on First Street. This project will provide the only
'means of ingress and egress for this property. It is further anticipated that
once this parcel is constructed that several other high density parcels will be
developed. Under the City!s General Plan this street will be of major
significance in handling the anticipated high traffic volume throughout the
densely populated coastal section.
