THIS AGREEMENT made and entered into thia. first day of April , 19 71. at Sacramento, California, by and between DEPARTMENT OF FINANCE of the State of California, hereinafter called the Department, and the City of Seal Beach hereinafter called the City: WIT N E SSE T H: WHEREAS, it is provided in Section 2107.2, Streets and Highways Code, that any city or city and county may apply to De- " partment to estimate its population or the population of any in- habited territory annexed to the city subaequent to the last fed- ~ral census, and WHEREAS, said Section 2107.2 provides that Department may make the estimate if in the opinion of Department there is - available adequate information upon-which to base the estimate, and WHEREAS, Cily desires to have Department estimate pop- ulation of City and Department is willing to make such estimation, provided adequate information is available upon which to base the estimate, NOW, THEREFOR~, it is hereby. mutually agreed between 'parties hereto as follows: 1. Upon completion of such estimate of population and if requested to do so by City, Department ~hall file a certified copy thereof with the Controller pursuant to Section 2107.2, Streets and Highways Code. It is further mutually, understood and agreed that Department shall have full t t I and complete charge in the selection and application of the meth04 br methods used in estimating the population of City and I tbat City shall certify as to the accuracy o~ all information furnished from local records for use in preparstion of said estimate of population. 2. Within thirty (30) days after notification by De- partment to City of completion of such estimate of population, City egrees to reimburse Depertment for ell costs incurred by Department in connection with the performance of this agreement. . Said costs shall be a standard fee determined by reference to a scale of charges based upon past cost experience of the Depart- ment and the size of the City ae officially established. The standard scale of charges is attached as Appendix A, which is by reference hereby made part of this Agreement. 3. Department shall furnish a statement to City of amount due from City as hereinabove provided upon the completion of the services to be rendered under this Agreement by Department and City agrees to pay Department the smount due as shown in such statement within thirty (30) days after receiving such statement. MEMORANDUM TO:' Mayor and City Council FROM: City Manager SUBJECT: County of Orange Population Estimate The County of Orange is having a county-wide population estimate prepared by the Population Research Unit of the state Department of Finance and has requested participation by all Orange County cities. Since information that will be gathered for the estimate is the same that would be required if the city requested a population study, it is recommended that the proposed resolution authorizing a population estimate for Seal Beach be adopted. An increase in population of 26 from April 1, 1970 (24,441) would cover the $340.00 cost of the estimate. This money would be obtained from the State through subventions based on $13.05 per capita on June 1, 1971. Should the estimate show a figure less than 24,441, certi- fication of a lesser figure would not be required. A decrease in population, however, is not anticipated. Robert E.
