RESOLUTION NUMBER ~
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH, CALIFORNIA, A CHARTER
CITY, RELATING TO THE HONORABLE LLOYD E.
"POP" GUMMERE UPON HIS RETIREMENT FROM
THE CITY COUNCIL.
WHEREAS, Mr. Lloyd E. "pop" Gummere was elected to the
city Council for a term of office commencing
July 1, 1964, and
WHEREAS, Mr. Gummere was re-elected to the office of
Councilman for a term commencing July 1, 1968,
and retired January 5, 1971: and
WHEREAS, Lloyd E. "pop" Gummere was elected by the city
Council to serve as Mayor of the city of Seal
Beach from July 1966 to July 1967 and from
July 1968 to July 1969, and
WHEREAS, Mr. Gummere served as Mayor Pro Tempore from
July 1965 to July 1966, and
WHEREAS, Mr. Gummere served as vice President of the
Orange County Division of the League of California
Cities from May 9, 1968 to September 12, 1968, and

WHEREAS, Mr. Gummere served as the City's alternate
member to the Southern California Association
of Governments from July 1966 to July 1967 and
July 1968 to July 1969, and
WHEREAS, Mr. Gummere served as the city's alternate
member to the Transportation Agency of Southern
California from July 1967 to July 1968, and
WHEREAS, from July 1968 to July 1969, Mr. Gummere served
as the City's representative on the Board of
Directors of County Sanitation District Number
Three of Orange County, and
WHEREAS, from November 12, 1966 to January 5, 1971, Mr.
Gummere served on the Board of County Sanitation
District Number Four of Orange County, and
WHEREAS, Mr. Gummere was a member of the Redevelopment
Agency of the city of Seal Beach from February 20,
1967 to October 5, 1970, and

WHEREAS, during Mr. Gummere's terms of office numerous
public improvements have been made by the city,
including the Seal Beach Administration Building,
North Seal Beach Community Center, Shapell Park,
Edison Park, Marina Community Center and Park,
Schooner Park, Eisenhower Park, Fire stations
Two and Three, Beverly Manor Water Reservoir
and Well, Community Swimming Pool, and

WHEREAS, Mr. Gummere participated in the adoption of a
General Plan for the City of Seal Beach, and

WHEREAS, the city has expanded from less than 17,000
to over 25,000 population during his terms
as Councilman, and
WHEREAS, during his terms of office, annexations of
Rossmoor Business Center, College Park, North
American Rockwell, and Surfside areas were ..
completed, and
WHEREAS, numerous private improvements and projects
were commenced and/or completed in the City
between 1964 to 1971, including Beverly Manor
Convalescent Hospital, Old Ranch country Club,
COllege Park residential areas, Old Ranch
Tennis Club, Bridgeport residential development,
and many others.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, a Charter City, does upon his leaving the office
of Councilman, honor the faithful service and untiring
efforts and work of
LLOYD E. "POP" GUMMERE
as Mayor, Councilman, and Representative of the City.
