The provisions of this section shall have no application to a State highway. The time during which any such vehicle is parked while property is actually and continuously loaded thereon, or unloaded therefrom, or the time during which such vehicle is parked because its presence at a particular place is reasonably necessary in the furtherance, or carrying on, of any process of construction, reconstruction, maintenance or repair of any thoroughfare upon which such vehicle is parked, or of any property adjacent thereto, shall not constitute a portion of such 2-hour period, For the purposes of this section, the following terms, phrases and conditions shall be construed as follows: MOTOR TRUCK: A "motor truck" is a mot.r vehicle designed, used er maintained primarily for the transportation of property. TRUCK TRACTOR: A "truck tractor" is a motor vehi.cle designed and 24 used primarily for drawing other vehicle's and not so constructed as to carry a 25 26 load other than a part of the weight of the vehicle and load so drawn. ROAD TRACTOR: A "road tractor" is a motor vehicle designed and used for drawing:.ther vehicles and not so constructed as to carry any load 27 28 thereon either independently or any part of the weight of a vehicle or load so 29 drawn. 30 TRAILER: A "trailer" is a vehicle designed for carrying persons or :n property on its own structure and for being drawn by a motor vehicLe and so 32 constructed that no part of its weight rests upon any other vehicle, 1 . Ordinance Number 1 SEMITRAILER: A "semitraUer" is a vehicle designed for carrying 2 persons or property and having one or more axles and one or more wheels, use 3 in conjunction with a motor vehicle and so constructed that some part ,of its 4 5 6 7 8 9 10 11 12 weig ht and that of its load rests upon, or is carried by, another vehicle. SECTION 2: Any person violating any of the provisions of Section 1 hereof shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not more than $100.00 or by imprisonment in jail for not more than 100 days, or by both such fine and imprisonment. It shall be presumed that the registered owner of any vehicle parked or left standing in violation of Section 1 hereof was the operator of such vehicle, which is a rebuttable presumption. 13 SECTION 3: The City Clerk shall certify to the passage and adoption of this ordinance and cause the same to be puqlished once in the "Seal Beach Post and Wave," a newspaper of general circulation, published and circulated 14 in the City of Seal Beach.
