K 16 ':to iiiuD ... ~ ~ = ~ 17 101 :t tJch )J = 9 18 -ell - tll ~ 19 20 21 22 ,I PAGE ~ , , ORIGINAL OFFICIAL COPY NOT TO BE TAKEN FROM THE CITY CLERK'S OFFICE ORDINANCE NO. .J~3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH PROVID- ING FOR CERTAIN RESTRICTIONS ON THE USE OF TWO PUBLIC PARKING LOTS IN SAID CITY AND PROVIDING THAT THIS ORDINANCE BE AN EMERGENCY MEASURE The City Council of the City of Seal Beach does ordain as follows: SECTION 1: That no motor vehicle shall be parked or left standing on the public parking lots at the foot of Eighth Street and Ocean Avenue, nor the public parking lot at the foot of Tenth Street and Ocean Avenue, unless the operator thereof has deposited fifty (50~) cents in the meter provided and obtained a ticket therefrom and place said ticket in the front seat of the vehic le on the drivers side, with the side of the ticket showing which bears the aerial number of said ticket. The motor vehicle shall be locked. SECTION 2: Any person who violates Section 1 of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall pay a fine of not to exceed Fifty ($50.00) Dollars, or imprisoned for not more than ten (10) days, or shall be punished by both such fine and imprisonment. SECTION 3: Any vehicle parked in violation of Section 1 hereof, shall be removed by the Police Department of the City of Seal Beach, and the owner of said vehicle shall pay the cost of such taking and impounding. SECTION 4: It shall be presumed that the registered owner of the vehicle parked in violation hereof is the person who parked such vehicle; 23 this ahall be a rebuttable presumption. 24 SECTION 5: This ordinance is adopted for immediate preservation 25 of the public peace, health and safety and shall take effect immediately upon 26 the passage and adoption and the City Council does hereby find and determine 27 that the facts constituting the urgency are: 28 Parking meters have been established upon two public parking lots 29 owned by the City of S'eal Beach and vehicles have been parked without regard 30 to the meters or the purpose for which the meters have been established, 31 thereby depriving the City of revenue and unless this Ordinance be adopted 32 there will be a further loss of revenue available to the City and a disregard 1. 7 8 9 10 11 12 13 t<I. . . .<C 14 .- r: :iz ."
