J: RESOLUTION NUMBER ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTABLISHING A USE AND RENTAL SCHEDULE FOR MUNICIPAL COMMUNITY CENTER BUILDINGS. 1 WHEREAS, It is necessary to establish a use and rental schedule for the use of municipal community center buildings: The City Council of the City of Seal Beach, California, hereby estaflli;she,s'the following schedule for use and fees of cmunicipal community center buildings: PRIORITY 1. 11. 111. Section 2. 1 ACTIVITY Programs sponsored by the City Recreation Deparbnent Non fund-raising activities of recognized, properly sponsored youth serving agencies (Funds or dues strictly for the group's own activities are not counted here) Fund-raising activities of recognized properly sponsored youth serving agencies Non fund-raising activities of approved adult service and civic organizations (Funds or dues strictly for the group's own activities are not counted here) Fund raising activities of approved adult service and civic organizations (This category does not include those regularly scheduled meetings that include planning and/or preparing for such an activity) Cultural presentations not sponsored by the City where no admission is charged Cultural presentations not sponsored by the City where admission is charged Private activities of non-sponsored, but properly supervised youth groups (e, g., parties) Social and recreational activities of adult groups (not sponsored by City) Use by groups not located in or directly connected with Seal Beach Fund-raising activities by a non-resident group or any activity by a business CHARGES TO USERS None None $5/hr with a minimum charge of $20. Reservations. A. Permits may cover a period of time not to exceed six months. B. Reservations must be made at least two weeks in advance if any special arrangements by the €lL'tNJ 'alre neces sary. C. Permittee's copy of permit must be brought to the Police Deparbnent for presentation whenever permittee is signing a key in or out. D. Special Arrangements - Additional Charges for Services A. The City will supply assistance in arranging chairs and tables at the beginning of meetings for a charge equal to the labor expenses involved. For set-up times between 8:00 a.m. and 4:00 p.m., on week days this charge is $5 per hour per employee; for all other set-up times a charge of $7.50 per hour per employee is established. B. Clean-up is the responsibility of the user. A damage and clean-up deposit in the amount of $20 may be required before a permit is issued which will be used to cover the cost of clean-up made necessary by a user. This deposit will be returned upon request of the user if not subject to the above cost of clean-up, C, Decorations may be put up by an organization. However, only masking tape may be used in making attachments to building items Decorating and clean-up time must be included in the time shown on the original application:; groups must decorate around permanent decorations. D. Approved regular scheduled users may have keys :8i;gned out to them for the duration of their permit. Rules of Use of Facilities. A. Smoking is allowed only when minors are not involved. B. Gambling and alcoholic beverages are not allowed in any city facility or on city grounds at any time. C. Groups provide their own kitchen utensils, soap, dish- cloths, towels, et cetra. D. In some instances arrangements may be made with the City to store certain supplies in locked areas to which only the user and the City have access. The City assumes no responsibility for such stored materials. E. No activities may be directed in any way towards the violent overthrow of the present form of government of this City, State, or Nation F No activities of a partisan, political nature will be permitted. unless authorized by the City Manager. G. Any infraction of these rules will be grounds for refusal by the City Manager of any further use of city facilities.
