RESOLUTION NUMBER /7 tJ Jl A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, OPPOSING THE PROPOSED "WATSON" AMENDMENT TO THE STATE CONSTITUTION (ADDING SECTION 3D OF ARTICLE Xlll). WHEREAS, A measure to amend the State Constitution mown as the "Watson" Amendment will appear on the November, 1968, general election ballot; and WHEREAS. The proposed amendment deals with the effect rather than the cause of the problem of high property tax, and in actuality passage of this irresponsible proposition would undoubtedly raise the danger of even harsher inequities; and WHEREAS, The "Watson" Amendment would not cause a reduction in taxes, but would necessitate a drastic shift of over $2,500,000,000 in taxes, and would not provide for tax relief in an orderly and responsible manner; and WHEREAS, The ''Watson'' Amendment will jeopardize state and local capital improvements already underway, including the financing of facilities under construction to bring water from the Sacramento- San Joaquin Delta to Southern Caliiliornia, and would jeopardize or halt other major improvements such as sewer, police, and fire facili- ties absolubely essential to the health, welfare, and safety of the citizens of the State; and WHEREAS, The terminology of the proposed amendment is so ambiguous that extensive and expensive litigation would be necessary; and WHEREAS, The amendment if approved would cause a serious breakdown of wholesale discontinuance of local services, including those effecting the health and safety of the State's citizens; and WHEREAS, The drastic shift in tax burden and/or discontinuance of services would undermine the economy of the entire State as well as local communities and adversely affect the commercial and business communities; NCX'1. THEREFORE, the City Council of the City of Seal Beach does hereby resolve to oppose the ''Watson'' .Aq1endment, and does hereby encourage all citizens of the City to oppose this irresponsible proposal. The City Council of the City of Seal Beach does further resolve to request the Governor of the State of California, and all members of the State Legislature to continue every effort to achieve a responsible and equitable plan for property tax reduction.
