ORDINANCE OF THE CITY OF SEAL
BEACH ESTABLISHING A POLICE
RESERVE CORPS
The City CouncU of the City of Seal Beach does ordain as follows:
SECTION 1: A Police Reserve Corps, hereinafter called
8 "Corps" is hereDY establised in the City to serve Jratuitously, composed. of
9 pers ons appointed by the Chief of Police; members of the Corps shall not
10 receive any compensation, except as the same may be provided for :Jy
11 Resolution of the City CouncU of the City of Seal Beach.

SECTION 2: The Chief of Police shall have complete authority
13 and control over the Corps, sU:Jject to other provisions of this Ordinance.
14 He may appoint as members thereof any person he deeIIis qualified and may
15 refuse any application for membership. He may provide for the training
16 of candidates for membership and for the further traininJ of meILbers.
17 MeILbership in the Corps is open to both men and WOILen.

SECTION 3: No person shall become a member of the Corps
19 untU his or her application for membership has been thoroughly investigated
20 or untU he or she is abLe to reeet aLL of the requirements prescribed by the
21 Chief of Police. When so qualified and appointed the applicant shall then be
22 sworn in by the Chief of Police as a member of the Seal Beach Police Reserve
23 Corps.
24 SECTION 4: The duties of the Corps, subject at aLL times to the
25 direction, supervision and control of the Chief of Police, shall be the
26 preparation by appropriate training to assit the regular members of the

Police Department of this City in the enforcement of law and the maintenance I

of peace and order whenever and wherever its services are required due to I

emergency conditions in the City. The Chief of Police may, by order, establiSi
rules and regulations for the purpose of governing the Corps, including the
31 fixing of specific .duties of its members and }roviding for the maintenance of
32 discipline within the Corps. He may change such orders from time to time.

SECTION 5: P.r, identification card, badge and such other inSignia!
or evid ence of identification as the Chief of Police may prescribe shall be I
issued to each member who must carry such identification card at all times. I
4 Nothing in this section shall be construed as authorizing the Chief of Police
5 to prescribe such form of a card, badge or other insignia as would deceive
6 an ordinary reasonable person into believding that such card, badge or other
7 insignia is the authority for the use of one who by law is given the authority
8 of a regularly constituted peace officer. Upon the termination of his member-
9 ship, each member must surrender to the Police Department all City property
10 which may have been issued to him.
11 SECTION 6: The membership of any person in the Corps may
12 be terminated by the Chief of Police at any tim _ without the necessity of
13 assigning any reason therefor. Any member may resign from the Corps at any

14 time upon his written notification to the Chief of Police of the fact of his i
15 resignation.
16 SECTION 7: No member of the Corps shall carry any fire arm
17 untU he has qualified for and has actually received evidence of such quali-
18 fication from the Chief of Police. Such authorized member shall carry fire
19 arms in such manner and at such time as may be prescribed by the Chief of
20 Police.
21 SECTION 8: The regulation police baton may be carried by all
22 members of the Police Reserve Corps. No other weapon or device known as
23 or simUar to a "blackjack", "sap", or "sand billy" shall be carried by
24 members of the Corps at any time.
25 SECTION 9: A member of the Corps may arrest a person under
26 the circumstances prescribed by Section 837 of the Pe.lal Code of the State
27 of California. As part of the training program for the corps, a member
28 thereof may assist regular police officers of the City in the direction of traffic,
29 when such member is assigned to such duty by the Chief or his representative.

SECTION 10: It shall be a misdemeanor for any person, not a
31 member of the Corps to wear, carry or display a Corps identification card,
32 badgtl, or any other evidence of membership in such Corps; or in any manner

1 to represent himself or herself as being a member of the Corps; any person
2 convicted of a violation of this Section of this Ordinance shall be deemed
3 guUty of a misdemeanor and upon conviction thereof shall be punished by
4 a fine of not to exceed $300 or imprisonment for 30 days, or by both fine
5 and impris onment.

SECTION 11: The uniform for the Corps shall be similar
7 to the uniform worn by the members of the uniform division of the Police
8 Department of the City, except that a distinctive insigne shall be worn
9 on each shoulder of the outer garment at all times when such member wears
10 such uniform in order that it may be readUy apparent that such member of
11 the Corp is not a reg1lar member of the Police Department of the City. The
12 Chief of P"lice may, from time to time, prescribe regulations for the wearing
13 of the uniform by members of the Corps.

SEC TION 12: The uniform and badge prescribed for use of
15 members of the Corps may be worn by a member while he or she is on duty
16 or whUe going to his or her home from such duty. Such member may also
17 wear the prescribed uniform or badge while going to or coming from a duly
18 authorized meeting of the Corps. A member may carry the prescribed badge
19 on his person at all times when he is not in uniform.
20 SECTION 13: The City Clerk shall certify to the passage and
21 adoption of this Ordinance and shall cause the same to be published once in
22 the "Seal Beach Post and Wave", a newspaper of general circulation printed,
23 published and circulated in the City of Seal Beach.
24 PASSED. APPROVED AND ADOPTED by the City CouncU of the
