A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, A CHARTER CITY, EXPRESS-
ING OPPOSITION TO THE PROPOSAL THAT THE COUNTY
OF ORANGE BUILD, EQUIP, AND STAFF FIRE STATIONS
FOR MUNICIPAL-TYPE SERVICES FROM THE GENERAL'
FUND OF THE COUNTY OF ORANGE.

WHEREAS, it has been suggested that the County of O~ange build,
equip, and staff a fire station for the use of various cities; and
WHEREAS, it has also been suggested that such capital expenditures
be made primarily from the County General Fund; and
WHEREAS, city tax payers from all of the cities throughout Orange
County are contributing the major portion of the monies to the
County General Fund; and
WHEREAS, other cities within the County of Orange, such as the City
of Seal Beach, pay for and equip their own fire stations from funds
acquired from city tax payers within their own jurisdiction; and
WHEREAS, the use of County General Funds.. which are derived from all
incorporated cities and unincorporated eounty areas, to build and
equip firefighting facilities in a few selected incorporated cities
would adversely discriminate against those cities that have pro-
vided their own f~refighting facilities, and such would be a form
of double taxation on taxpayers in cities which provide their own
fire fighting facilities. '
NOW, THEREFOEl:E, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
Section l. The City of Seal Beach is opposed to the use of County
General Funds for either the building, equipping, or staffing of
fire stations to provide for municipal services in the County of
Orange.
Section 2. The Orange County Board of Supervisors is hereby requested
to provide a report of all expenditures which are made from the
County General Fund for fire services that do not benefit the cities
who provide their own fire protection, paid for by their own city
tax payers.
