A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, REQUESTING THE DEPARTMENT
OF INTERIOR TO HOLD A PUBLIC HEARING FOR THE
PURPOSE OF CONSIDERING REVOCATION OF ALL PE~1ITS
PREVIOUSLY GRANTED BY THE DEPARTMENT OR OTHER
FEDERAL AGENCIES WHICH AUTHORIZE EXPLORATORY
DRILLING FOR OIL UNDER FEDERAL TIDE LANDS, AND
FURTHER REQUESTING THAT THE DEPARTMENT OF
INTERIOR AND OTHER FEDERAL AGENCIES TAKE IMME-
DIATE ACTION TO SUSPEND SAID PERMITS AND TO
ORDER A HALT TO DRILLING OPERATIONS PENDING
SAID ~UBLIC HEARING, AND REQUESTING PROCEDURES
FOR NOTICE AND HEARING.
WHEREAS, it has come to the attention of this City Council that
the Department of Interior, or other federal agencies, has granted
a number of permits to various oil companies which authorize
exploratory drilling in the federal tide lands along the California
coast, including the Orange County Coast; and
WHEREAS, said permits were granted without notice to the public
and without the prior knowledge of the City of Seal Beach; and
WHEREAS, had this City Council been aware that consideration of such
approval of permits which would authorize offshore exploratory
drilling along the Orange County coast it would have strongly opposed
such action; and
WHEREAS, the geological structure of the federal tide lands offshore
from the State of California poses a high risk of blow-outs which
could result in a disastrous pollution problem such as occurred off
Santa Barbara coast; and
WHEREAS,
from the

establishes a sanctuary extending
to the Mexican border in which
is prohibited; and
WHEREAS, it appears that the approval of exploratory drilling
operations within the sanctuary area established by the Shell-
Cunningham Act is a prelude to efforts to remove the protection
prov.ided by the Shell-Cunningham Act; and
WHEREAS, the City Council is convinced that the continuance of the
ban against oil development within the established sanctuary extend-
ing from the Santa Ana River southerly to the Mexican border is
essential to the preservation of the scenic, recreational, and
economic values of the coastal area within the sanctuary; and
WHEREAS, the City Council is concerned that local agencies in areas
not included within the Shell-Cunningham Act deserve official noti-
fication of proposed explorations:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Seal Beach as follows:
l. That the Department of Interior, or other federal
agency, is requested to hold a public hearing, notify
all interested counties and cities, and to hear all
interested parties concerning the revocation of all
permits authorizing exploratory drilling, seismographic
studies, and/or geological studies along the California
coast federal tide lands.

2. That the Department of Interior, or other federal
agency, is requested to order suspension of said permits
and to direct that all exploratory drilling, seismo-
graphic studies, and/or geological studies and
explorations be held in abeyance pending a final deter-
mination to be made at said public hearing.
3. That administrative and legislative procedures be
established immediately to notify directly any and all
affected counties and cities of any proposed or
requested permit for exploratory drilling, seismographic
studies, and/or geological studies in areas under the
jurisdiction of the Federal Government.
4. That administrative and legislative procedures be
established immediately to hold public hearings on any
such proposed or requested permit, notice of said hearing
being given directly to any and all affected cities and
counties, at which time all interested parties shall be
heard prior to €he granting or denial of the proposed
permit. j
