A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH URGING DEFEAT OF ALL PROPOSED LEGISLA-
TION BEFORE THE CALIFORNIA STATE LEGISLATURE WHICH
WOULD REDUCE THE PENALTY FOR THE POSSESSION OF
MARIJUANA FROM A FELONY TO A MISDEMEANOR.
WHEREAS, the narcotics situation in all portions of the State of
California has become increasingly serious in recent years: and
WHEREAS, the young people of this State are being subjected
increasingly to the prevalence and ease of obtaining all forms
of narcotics and particularly marijuana: and
WHEREAS, it has been determined that marijuana does cause certain
harmful effects upon those persons using it, and most serious of
all leads, in many instances, to the use of the extremely dangerous
narcotics and drugs:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the city of
Seal Beach hereby strongly urges the defeat of legislation AB l003
which, if adopted, would permit the reduction of the penalty for
possession of marijuana from a felony to a misdemeanor.
