SECTION 2: That the tabLes which are a part of said operational plan may be changed by order of the Director of Civil Defense for the City of Seal Beach, or by order of the Mayor of the City of Seal Beach. SECTION 3: The City Clerk shaU certify to the passage and adoption of this ordinance by the City Council and cause the same to be published once in the SEAL BEACH POST & WAVE, a newspaper of general circulation printed, pubLished and circuLated in the City of Seal Blach. Ordinance Number City of S3al Beach July, 1957 PURPOSE The purpose of this plan is to point out the methods and means to be employed for the security mld defense of the City if and when necessary; to brief and in- form leaders and others of the pl~ling required, and of the duties of all concerned. This is a minimum Civil Defense plan for the City of Seal Beach to enable it to get back to normal, and to prevent casualties and damage, as far as possible, due to disaster. 2. SCOPE AUD OBJECT a. This plan is made for the Civil Defense of the City of Seal Beach. This City is a pert of Orange County, and of !futual Aid Region 1 of the State of California. This plan is based on that of the first Mutual Aid Region. c. The object of this plan is to incorporate and b. coordinate all facilities and personnel of the area ipto an efficient group capable of re- acting adequately in case of disaster within or without the area. This plan defines the area's mission for Civil Defense and outlines the Civil Defense Organization. It breaks down the tasks for various services and individuals. It is made to cause ordei,oly thinking, acting, prepar- 1 I I I , , Ordinance Number It is conceivable that we may need help, therefore, we should be ready to help other stricken places when we are unhurt. The task confronting the City co~ld be large, so it is broken down into logical parts such as Law Enforcement, Fire, Medical, Welfaro, Utilities, Communications, et cetera, each acting under the orders of a Chief of Servico who re- ports to the Civil Defense Director. Each of these ser- vices have a simple plan as found in the annexes which serves to help the service get started on its task. Names and addresses of key persons are shown, the mission, special tasks to be done at once, and the place to assEmlble. In other words, the City is preparing to help itself by reinforcing its own staff with more manpower and material only when needed to reduce a disaster and save lives and damage. I will expect and plan for a substantial enroll- ment of citizens at the City Hall for disaster work if ever it is our great misfortune to have one. The City plans to call on the county and re- gion when it is obvious City resourses are insufficient. Mutual Aid plans of Fire and Police not only continue to be operative, but other services are included. It was built on the premise that the bulk of the citizens would volunteer their services, and if necessary their material, for a brief period to reduce a disastor. Wo have taken the city officials, the city employees, and the city-owned resources, then we have appointed other key personnel to make a IDlcleus to which volunteers will be assigned as needed. Even this simplest of planning strengthens the City. Briefly, the plan sets forth the reasons for it and its legality. It lists leaders for the various services which may be needed and gives their duties. Certain tasks have been assigned the C~ty whiOh require some simple organia- tion and pr~paration for we may be asked to help elsewhere. .
