ORDINANCE OF THE CITY OF SEAL
BEACH AMENDING CERTAIN SECTIONS
OF ORDINANCE NO. 408, COMMONLY
KNOWN AS THE ELECTRICAL CODE
The City Council of the City of Seal Beach does ordain as follows:
SECTION 1: Section 10(g)5 of Ordinance No, 408 is hereby amended
to read as follows:
"F. Electric Wiring installed In or On Structures Identified
by the Uniform Building Code Under "A" to "H" Occupancies
Inclusive.
"Electric wiring enclosures shall be approved rigid metal

conduit or electrical metallic tubing.
"Flexible metallic conduit may be used where impracticable
to install rigid metal conduit or electrical metallic tubing.
"Apartment buildings identified in an "H" occupancy and
of not more than two (2) stories in height may be wired in
flexible metallic conduit.
WffiING METHODS:
"A. Electtc wiri.ng installed in or on buildings or structures
as defined by the Uniform Building Code, under I and J occupancies
shall be any wiring method approved by Article 5, of the Electrical
Safety Orders of the State of California. Where exposed within the
structure, the use of a metallic system shall be required.
"B.' Galvanized or sheradized rigid metaL conduit shall be
required in concrete or masonry floors and walls, under ground
and outside of buildings, or where exposed to the weather, Under-
ground raceways may be of other approved 'inateriaLs.
"C. Outside Work. No open wiring requiri.ng more than one
set of knobs or insulators to each circuit shall be installed on the
outside of buildings. Knobs or insulators shall be of the solid
type, and n:.ails or spikes shall not be considered as adequate
support for such knobs or insulators. All open wiring shall have

Safety Orders. "
SECTION 2: Section 2115 of Ordinance No. 408 is hereby amended
to read as follows:
"Branch Circuit Requirementsfor House Wiring.
"A. Each single family dweLLing and each occupancy of a
multi-family dwelling supplied with eLectric Lighting shaLL have
at Least one (1) fifteen ampere (15 amp.) and one (1) twenty
(20,amp.) ampere circuit.
"B. Fifteen ampere (15 amp.) circuits shaLL supply general
Lighting circuits only.
"C. Twenty ampere (20 amp.) circuits shaLL supply generaL
appliance outlet circuits and convenience outlet circuits only.
"D. Each singLe family dweLLing or each occupancy of a
milti-family dwelling shall have not less than om(l) general
lighting brach circuit.
"E. Each singLe family dwelling or each occupancy of a
multi-family dweLLing shall have not less than one (1) general
appliance circuit rated at 20 ampere (20 amp. ) on which not to
exceed eight (8) appLiance outlets may be installed. In dwelling
occupancies, general appliance branch circuits which suppLy
outlets in any kitchen, pantry, dining room, and breakfast room,
shall not supply any other outlets unless there are less than eight
(8) outlets in anyone occupancy.
"F. Each single family dwelling or each occupancy of a
multi-family dwelling having over five hundred square feet
(500 sq. ft. ) of floor area in anyone occupancy shall have at
least one twenty ampere (20 amp. ) convenience outlet circuit
suppLying current to outlets as required eLsewhere by this Code
with 12 convenience outlets per circuit. .
"G. Garbage disposal units, dishwashers, spin dry clothes

permanently and effectively grounded in an approved manner.
"J. In all residentiaL occupancies, convenience outlets
and receptacles shall be ;>rovided and installed in each and every

service porch, sun room, breakfast rooIT' or nook, kitchen, dining
room, batheroom, bedroom and living room, located so that at no
point on any wall shall it be a greater distance than twenty (20)
feet measured horizontaUy along the base from convenience outlet
to convenience outlet. In addition an appliance outlet shaU be
provided and installed at theaocation of every range, refrigerator,
washing machine or Laundry tray and ironing board.
"K. Each and every livable room shall have at least one

placed on the wall over the door, or may be located on the ceiling
if operated by a waLL switch or door switch. Drop cord shall not be
instaLLed in closets, Living rooms and bedrooms may be excepted
provided one (1) or more outlets required as convenience outlets
are provided and controLLed by an accessible wall switch.
ilL. Not more than twelve (12) lighting outlets shall be
installed on anyone circuit.
";M. Every livable room shall have provided and installed
the minimum outlets as required by this Code.
"N. All branch circuit conductors instaLLed at outlets shall
be safely and mechanicaLLy spliced so that not more than the
required number of conductors shaLL be attached to any electrical
device.
"0. All private garages shall have at least one switched
outlet and one receptacle, One light may be installed on a receptacl
circuit adjacent to a laundry tray located in a garage or an accessor
building that is supplied through a separate twenty ampere (20)
branch circuit and the garage or accessory building is located on
the same premises adjacent to the single family dwelling.

is available, raceways shall be terminated in a suitable junction
box in such attic or underfloor space.
"S. Slab Floor Installations, Group "I" Occupancy, Over
500 Square Feet. -- Prior to placing concrete in a sLab floor,
raceways for future appliacnes shall be provided to an accessibLe
location for Living area and for garage work area if same is
attached to dweLling. "
SECTION 3: Section 2304 of Ordinance No. 408 is amended to
read as follows:
"Service Entrance Requirements.
"A. Location of Service Heads. Service heads shall be
Located on that wall nearest the utility company Lines or pol~s,
not Less than ten (10) feet above the ground and not Less than
three (3) feet from any door or window, even with or slightly
above the second floor ceiling and/or to a location approved
by the serving utility. I n addition, all service heads shall be

service drops.
"B. 1. In buildings served at not over 150 volts to ground,
a singLe set of service entrance conductors may be run to not

exterior of the building at the nearest safe and readily accessible
point to where the service conductors enter the building.
"Exception: On buildings of a commerical or industriaL
type that are normally open during an average business day, the
service switch or 'breaker may be installed within the building
if meeting the requirements of the Power Serving agency.
"C. Method of Installation of Service. Every service shall
be installed in rigid metal conduit and in accordance with
Section 10-D of this Code, and all service equipment conduits
and fittings installed on the exterior of any building shall be listed
and approved by a recognized testing laboratory as rain-tight.
"D. 1. Size of Service Conduits:
(a) Service Conduits concealed (single family
dwelling, "I" occupancy.) -- The minimum size
of service conduits in single family dweLLings of
over 500 square feet shaU be one and one-half (1-1/2)
inch trade size.
(b) Service conduits conceaLed (AU other occupancies,
including "I" occupancy if 500 sq. ft. or under )--
Service conduit shall be a minimum of one (1 ") inch.
(c) Exposed service conduits:--The minimum size
for exposed service conduits shall be not less in size
than that required therein.
"2. Service Conductors:
(a) SingLe family dwellings, Group "I", over 500 sq.
ft. )-- The minimum service conductors shall not .iJe.

panels (single Family Dwellings, Group "I" Over
500 sq. ft. )--The minimum size switch, breaker or
panel shall have a capacity rating of 100 amperes.
(b) Service Entrance Switches, breakers or panels
(All other Occupanctes). --The minimum size switch,
breaker, or panel shall be 60 amperes capacity for
fused switches or 50 ampere capacity for breakers.
(c) Service Entrance Panels, Group "I" over 500 sq.
ft. )--Provision shall be made in the service entrance
panel for a minimum of 8 single pole and 2 double
pole overcurrent protection device.
"E. Two and Three Wire Service. All single phao~ lighting
loads of less than 3500 watts or not more than two (2) circuits
may be served by two (2) wires. Where an installation has been
wired and arranged for three (3) wire service, no two (2)
wire energy supply or two (2) wire service shall be connected
thereto without the written apporval obtained in advance from the
County Electrical Inspector.
"F. Temporary Service Pale and Equipment Construction
Pole. All temporary construction poles and permanent service
poles shall comply with the Public Utilities Commission Regulations,
"G. For installation consisting of not more than two (2)
wire branch circuits, they shall not be smaller than No.8.
25 SECTION 4. The City Clerk shall certify to the passage and adoptio
26 of this ordinance by the City Council arid cause the same to be published once
27 in the Seal Beach Post lit Wave, a newspaper of general circulation printed,
