ORDINANCE OF THE CITY OF SEAL BEACH
AMENDING CERTAIN SECTIONS OF ORDIN-
ANCE NO. 398. COMMONLY KNOWN AS THE
TAXICAB ORDINANCE
The City Council of the City of Seal Beach does ordain as follows:

SECTION 1: Section 7 of Ordinance No. 398 of the City of Seal
Beach is hereby amended to read as follows:
"The City Council may, at its discretion, issue an annual
license to any such carrier as provided in this Ordinance,
upon the payment of the sum of Ten ($10) Dollars,
as a fee for such license for the privilege of operating
ten (10) taxicabs, and the sum of Two ($2) Dollars
for each additional taxicab operated by anyone carrier,
such fee shall accompany the application for the license
and application for the certificate of public conveyance
and necessity provided for herein. "
SECTION 2: Section 10 of OrdilBllce No. 398 of the City of Seal
Beach is hereby amended to read as follows:
lilt shall be un lawful for any person to drive or operate
any taxicab in this City without first obtaining a driver's
permit in writing from the Chief of Police of the City, upon
payment of an annual fee of $1.50, subject to the following
conditions:
(a) Such applicant shall be fingerprinted by the Chief of Police
of the City.
27 (b) Such applicant shall not be under twenty-one years of age. II
28 SECTION 3: Section 13 of Ordinance No. 398 of the City of Seal

executed and delivered by a company authorized to carryon

an insurance business in the State of California, by the terms
of which said insurance company assumes responsibility for
injuries or death to persons or damage to property caused by
the operation of said taxicab in the following amounts: $5,000.0
for damage to, or destruction of, property; $25,000,00 for
death or injuries to anyone person in anyone accident;
$50,000.00 for death or inj,uries to two or more persons in
anyone accident; provided, however, that any carrier holding
a license or certificate hereunder may be self-insured. for the
first $5,000.00 for death or injuries to anyone person in
anyone accident; $10,000. 00 for death or injuries to two or
more persons in anyone accident and $l, 000, 00 for damage to,
or destruction of, property, if such carrier has assets in the
sum of at lea~t $25,000.00, and files proof of such assets
with the City Clerk. "
SECTION 4: All ordinances or parts of ordinances in conflict here-
with are hereby repealed; the City Clerk shall certify to the passage of this
Ordinance by the City Council of the City of Seal Beach and shall cause the
same to be printed and published once in the "Seal Beach Post & Wave", a
newspaper of general circulation printed, published and circulated in the
City of Seal Beach, and it is hereby designated for that purpose.
SECTION 5: This Ordinance is one for the immediate preservation
of the health, welfare and safety of the citizens of the City of Seal Beach.
and the facts constituting the urgency of this ordinance are as follows: that
there is only one carrier now operating in the City of Seal Beach and the
City Council has received information that such carrier proposes to not
operate taxicabs any further in the City of Seal Beach, which would leave the
City without any transportation, other than by bus, and in order to assure that
there will be taxicab,transportation for the public safety, the City Council
adopts this Ordinance as an emerJency measure; the same being an
emergency the Ordinance will take effect immediately upon its passage.
