ORDINANCE OF THE CITY OF SEAL BEACH
APPROVING THE ANNEXATION TO THE CITY
OF THE TERRITORY KNOWN AND DESIGNATED
AS BOLSA-CH$ ANNEXATION
The City Council of the City of Seal Beach does ordain as follows:
SECTION 1: That the City Council of the City of Seal Beach did,
on the 20th day of August, 1956, receive a petition signed by the owners of
more than one-fourth of the land in the territory proposed to be annexed by
the Bolsa-Chica Annexation, by area and by assessed vaLuation and shown on
the last equalized assessment roll of the county, requesting said annexation
of said territory described as follows:
The west 80 acres of the NW Quarter and the
SW Quarter of Section 4, Township 5 South,
Range 11 West, S. B. B. &M.
SECTION 2: The City Council of the City of Seal Beach did on the
30th day of August, 1956, at a regular adjourned meeting, adopt Resolution
No. 935 of the intention to annex the said territory under the provisions of
the Uninhabited Territory Act of 1939.
SECTION 3: That prior to the 30th day of August, 1956 the proposal
for the annexation of said territory was submitted to and reported upon by the
Boundary Commission of the County of Orange, State of California, with
respect to the ~efini.teness and certainty of the proposed boundary of said
proposed territory to be annexed.
SECTION 4: That on the 20th day of August, 1956 aU of the property
owners of the territory proposed to be annexed filed with the City Council of the
City of Seal Beach their consent, in writing, to the annexation of said territory
to the City of Seal Beach, California.
SECTION 5: That said territory proposed to be annexed to the City
of Seal Beach is situated in the County of Orange, State of California, and is
contiguous to the City of Seal Beach and is uninhabited territory; Resolution
No. 935 contained a description of said territory in words and figures as
hereinafter in this Ordinance described.

SECTION 6: That on the 30th day of August, 1956, at a regular
adjourned meeting of the City Council of the City of Seal Beach, Resolution
No. 935 was duly passed and adopted, specifically describing the boundaries
of the territory so proposed to be annexed to the City of Seal Beach, designa-
ting such territory as IIBolsa Chica Annexation", and giving notice of such
annexation and fixing the 9th day of October, 1956, at the hour of 7:30 P, M.
in the City Council Chambers in the City Hall of the City of Seal Beach, as the
time, hour and place for the hearing of written protests to said annexation, and
when and where any persons owning real property within such territory pro-
posed to be annexed and having objections to such annexation might appear
before the City Council of the City of Seal Beach and show cause why such
territory should not be annexed to the City of Seal Beach and directing the
clerk to publish, or cause to be published a copy of said resolution at least
two (2), but not oftener than once a week for two consecutive week prior to the
date of said hearing in a newspaper of general circulation, printed, published
and circulated in the City of Seal Beach, to wit: "Seal Beach Post and Wave",
of Seal Beach, Orange County, California, and also in a newspaper of general
circulation, printed, published and circulated outside of the City of Seal Beach,
but in the County of Orange, in which is located the territory proposed to be
annexed to the City of Seal Beach, to wit: "Santa Ana Register", and
directing said publication be completed at least twenty (20) days prior to the
date of hearing hereinabove mentioned; and further directing the City Clerk of
the City of Seal Beach to cause written notices of such proposed annexation
to be mailed to each person to whom the land within the territory proposed to
be annexed is assessed in the equalized county assessment roll availaole on th
date the proceedings were initiated, at the address shllrro on said assessment
roll, or as known. to said City Clerk and to any person wh.o has filed his name
and address and the description of the land in which he has any interest, either
legal or equitable, with said City Clerk; and that in the event the land within
the territory proposed to be annexed is owned by a county, that the City Clerk
shall cause written notice of such annexation to be mailed to the Board of
Supervisors of such county and directing that such notice be given not less

than twenty (20) days before the first public hearing on the proposed annexation.
SECTION 7: That in said Reolution No. 935 passed on August 30, 195
by the City Council of the City of Seal Beach, said Council found and determined
said territory did not form a part of any municipal corporation and did find
that' said territory is contiguous to the City of Seal Beach and is uninhabited
territory; that the territory included within the boundary known as the
"Bolsa-Chica Annexation" is more particularly described as follows:
The West 80 acres of the NW Quarter and the
SW Quarter of Section 4, Township 5 South,'
Range 11 West, S. B. B. & M.
and is also described as:
Beginning at a point in Section 5, Township 5 South.
Range 11 West, S. B. B. & M., said point being 40 feet
south of, measured at right angles to. the centerline of
Garden'Grove Blvd.., 80 feet wide, and 30 feet west of,
measured at right angles to, the centerline of Bolsa
Chica Road. 60 feet wide; thence south along a line
30 feet west of and parrallel to the centerline of said
Bolsa Chica Road to a point in a line 40 feet north of
and parrallel to the centerline of Westminster Blvd.,
80 feet wide; thence east along last described line to
a point in the east line of the southwest quarter of
Section 4; thence north along said east line to a point
in the north Une of said southwest quarter of Section 4;
thence west along said north line to a point being the
southeasterly corner of the westerly 80 acreB of the
northwest quarter of satd Section 4; thence norther~y
along the easterly line of said westerly 80 acres to a
point in a line 40 feet south of and parallel to the center-
line of said Garden Grove Blvd., thence west along said
parallel line to the point of beginning.
SECTION 8: That on the 9th day of October, 1956. at the hour of

7:30 p. M., the City Council met in the City Council Chambers in the City
Hall of the City of Seal Beach to hear written protests to such annexation and
any objections to the proposed annexation and, at said time and place no
written protests were, or had been, presented and no objections were made;
that the City Clerk caused a copy of Reolution No. 935 to be published in
accordance with Section 4 of said ResoLution No. 935, and further caused
the written notices to be mailed in compliance with Section 5 of said Resolution
No. 935.
SECTION 9: The annexation of the territory included within the
boundaries of the Bolsa-Chica Annexation and more particularly described
as follows:
The West 80 acres of the NW Quarter and the
SW Quarter of Section 4, Township 5 South,
Range 11 West, S. B. B. &M.
also described as follows:
Beginning at a point in Section 5, Township 5 South,
Range 11 West, S. B. B. &M., said point being 40 feet
south of, measured at right angles to, the centerline of
Garden Grove Blvd.. 80 feet wide, and 30 feet of,
measured at right anles to, the centerline of Bolsa
Chica Road, 60 feet wide; thence south along a line
30 feet west of and parallel to the centerline of said
Bolsa Chica Road to a point in a line 40 feet north of
and parallel to the centerline of Westminster Blvd.,
80 feet wide; thence east along last described Line to
a. point in the east line of the southwest quarter of
Section 4; thence north along said east line to a point
in the north line of said southwest quarter of Section 4;
thence west along said north line to a point being the
southeasterly corner of the westerly 80 acres of the
northwest quarter of said Section 4; thence northerly
along the easterly line of said westerly 80 acres to a

point in a line 40 feet south of and parallel to the center-
line of said Garden Grove Blvd., thence west along said
parallel line to the point of beginning.
is hereby approved and said territory is hereby annexed to and incorporated
in the City of Seal Beach, County of Orange, State of California, and is hereby
designated the "Bolsa-Chica Annexation" to the City of Seal Beach, and from
and after the effective date of this ordinance, and the filing of a certified copy
thereof with the Secretary of State of the state of California, the annexation
of the territory herein described is deemed to be and shall be completed and
hereafter such annexed territory shall be, to all intents and purposes, a part
of the City of Seal Beach, and from and after said date of annexation all
property therein shall be subject to taxation equally with the property within
the City of Seal Beach, but the property within the annexed territory shall not
be taxed to pay any indebtednes s or liability of the City contracted prior it,
or existing at the time of the annexation; That the City Clerk is hereby
authorized and directed to file, or cause to be filed, a copy of this Ordinance
with the Secretary of State of the State of California.
SECTION 10: The City Council of the City of Seal Beach does hereby
find and determine thatthis Ordinance is an emergency measure, affecting the
public health, safety and welfare of the City of Seal Beach and pursuant to the
provisions of Section 36937 of the Government Code of the State of California,
this Ordinance shall therefore take effect immediately upon its passage and
adopt ion by the City Council of the City of Seal Beach, and the facts constituting
its urgency are as follows:
"The welfare, financial position and the tax base of the
City of Seal Beach require and demand that the territory annexed
to the City, as set forth in this Ordinance, be annexed effective
immediately. All property owners of the territory described herein
have either petitioned in writing to be annexed or have filed their
consent in writing to the annexation. The said property owners
have requested that the territory be permitted to be developed
industrially and the City Council of the City of Seal Beach

Ordinance Number
pursuant to a Minute Order dated the 30th day of
August, 1956, intends to zone the area for industrial
development. It is imperative to the City of Seal Beach and
the general welfare of its tax payers that the owners of the
territory, as set forth in this Ordinance, be permitted to
begin their industrial program immediately as they have
requested. In order to accomplish this purpose, this
Ordinance must take effect immediately."
SECTION 11: That the City Clerk of the City of Seal Beach Eihabl
certify to the passage of this Ordinance by the City Council of the City of
Seal Beach and cause the same to be published once in the "Seal Beach Post
and Wave", a newspaper printed, published and circulated in the City of Seal
Beach.
PASSED. APPROVED AND ADOPTED by the City Council of the'
City of Seal Beach, at an adjourned meeting held on the 9th day of October,
1956.
