There is hereby creat- ed a Recreation and Park Commission consisting of five members, both men and women. The Recreation and Park Commission members, shall_be ~p'p,di.li.t- ed as follows: (a) Two members to be recommended by the Mayor for appoint- ment by the City Council; (b) Two members to be recommended by the Seal Beach Elementary School District Board of Trustees for appointment by the City Council; (c) One member to be recommended by other four members for ap- pointment by the City Council; (d) Ex-offici.o members, without vote, maybe appointed as follows: Superintendent of the Seal Beach Elementary School District; a representative. of the City Planning Commission; and the City Engineer, Administrator or Manager. Members of the Commission shall serve for a period of three years. The fii'st Commission to be appointed shall at its first meeting so classify its members by lot that one shall serve for one year; two shall serve for two years; and two shall serve for three years. At the expiration of each of the terms so provided for, a successor shall be appointed by the City Council for a term of three years. Vacancies in said Commission occurring otherwise than by expira- ti.on of term shall be filled in the manner herein set forth for the unexpired term of the commissioner leaving the Commission. Section 2: Organization of the Commission. Their duties shall respectively be such as are usually carried by 3 such officers, Officers shall hold office for one year, or until their successor 4 are elected. The Commission shall adopt rules and regulations to govern procedur and shall by vote set a time for regular meetings which will be held at least once each month and shall determine the manner in which special meetings ma be held and the notice given. A majority of the regular members shall con- stitute a quorum. Absence from three consecutive meetings, without formal consent of the Commission shall be deemed to constitute the retirement of such member and the position declared vacant. Minutes of the Commission shall be filed with the City Clerk and the Superintendent of the Elementary School District. Section 3: Duties and Responsibilities of the Recreation and Park Commission. The duties of the Recreation and Park Commission shall be to: 1. Act in an advisory capacity to the City Council, the Boards of Trustees of the School District, and the Director of Recreation and Parks in aU matters pertaining to parks and public recreation and to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreation planning and programming, 2. To recommend policies on recreation services for approval by the City Council. 3. Advise the City Council and the School Board of Trustees as to the minimum qualifications for the position of Director of Recreation and Parks; -. formulate a job description for the position; and recommend one or more candidates for appointment to the position by the City Council, City Engineer, 27 Administrator or Manager. 28 4. Advise with the Director of Recreation and Parks on problems of 29 administration, development of recreation areas, facilities, programs and 30 31 improved recreation services. 32 5. Make periodic inventories of recreation services that exist or 2 may be needed and interpret the needs of the public to the City Council, the 3 Board of School Trustees, and to the Director of Recreation and Parks. 7, Aid in coordinating the recreation services with the programs of 4 5 6 other governmental agencies and voluntary organizations. 8. Make periodic appraisals of the effectiveness of the Director 7 and staff in administering the program. 9,. In1erpret the policies and functions of the Recreation and Parks Department to the public. to. Advise the Superintendent of Recreation and Parks in the prepara- tion of the annual budget and a long-range recreation capital improvement 8 9 10 11 12 program. 13 Section 4: Recreation and Parks Department. 14 15 1. The Recreation and Parks Department is hereby established for the City of Seal Beach. 16 17 2, The functions of this Department are to provide opportunities for wholesome, year-round public recreation service for each age group and to develop and maintain in an attractive and safe manner the recreation and park 18 19 areas and facilities of the City of Seal Beach, and to insure that such faciti- 20 21 22 23 ties are suitable for a wide variety of recreation purposes. Section 5: Director of Recreation and Parks. 1. The City Council, or the City Engineer, Administrator or Manage shall appoint, upon recommendation of the Recreation and Parks Commission 24 a Director of Recreation and Parks to administer the recreation and parks 25 26 program. 2. The Director of Recreation and Parks shall attend meetings of 27 the Commission; may serve as secretary to the Commission and shall make 28 such reports to the Commission or to the City Council or Board of Trustees 29 of the School District as shall be required, 30 31 3. The Superintendent of Recreation and Parks shall: (a) Employ required personnel, such as assistants, 32 supervisors, leaders, and clerical and maintenance -3- III . z o 0< P "- -z 1ll~'1Z ~.O =:l.... ~...~::i <lfCi(l!o( ~!:U 2 o rr . ;II....; p.~z )l _0 <Ii 1:" !IJ ~ y Ordinance Number 2 3 employees in accordance with civil service proceedings and supervise them in the performance of their various duties. 4 (b) Administer, operate, and maintain existing recrea- 5 6 tion and park areas and facilities and plan for the acquisi- tion, development and operation of the proposed facilities in accordance with policies approved by the Recreation and Park Commission and the City Council; (c) Inform the general public of the services and facili- ties being provided by the Recreation and Park Depart- 7 8 9 10 11 .ment; 12 13 (d) Solicit suggestions from the general public to improve or increase the effectiveness of the service; 14 (e) Cooperate with governmental and voluntary organiza- 15 tions and agencies in the furtherance of recreation 16 17 18 19 opportunities; (f) Prepare manuals, bulletins, and reviews on recrea- tion problems; (g) Provide, upon request, assistance of a technical 20 21 nature to community agencies and organizations having problems relating to recreation and park areas and 22 facilities and programs; 23 (h) Counsel with officials of public and private organiza- 24 tions and interested groups concerning community recrea- tion and leisure activities and assist them in the promotion 25 26 or recreation services; 27 28 29 (i) Conduct studies of local conditions and needs for recrea- tion services and assist with recruitment and training of recreation personnel; 30 31 (j) Prepare a budget for the approval of the Recreation and Park Commission and present the budget to the City Council. The Recreation and Park Commission shall submit 2 annually a budget to the City Council for its approval in whole or in part. Said 3 4 budget should provide not only for recreation services, park maintenance, and operating costs for the ensuing year, but should also contain estimates and 5 recommendations for such long-term capital outlay as may be necessary to 6 provide for an orderly and coordinated development program. 7 Section 7: The City Clerk . shall certify to the passage and adoption 8 of this Ordinance by the City Council of the City of Seal Beach and shall cause the same to be printed and published once in the SEAL BEACH POST & WAVE, a newspaper of general circulation printed, published and circulated in the City of Seal Beach.
