V.., AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ORDINANCE NO. 321 FIXING THE COMPENSATION OF THE CITY CLERK; PROVIDING FOR PUBLICATION; PRO- VIDING FOR EMF.RGENCY; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. The City Council of the City of Seal Beach, California, does hereby ordain as follows: Section 1: That Ordinance No. 321 of the City of Seal Beach, California, entitled "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ORDINANCE NO. 285 FIXING THE COMPENSATION OF THE CITY CLERK; PROVIDING FOR PUBLICATIOIi; REPEALING ALL ORDINANCES OR PARTS._OF ORDINANCES IN CONFLICT THEREWITH", and adopted by the City Council of the City of Seal Beach, California, on the 7th day of March, 1946, be amended to read as follows: Section 2: The compensation for the office of City Clerk of the City of Seal Beach, California, shall be the sum of $~.~"~ per month, payable monthly. The compensation of said City Clerk shall - have full force and effect from and after the l5th day of April, 1952. Section ~: It is hereby declared that the passage of this ordinance is an urgency measure for the immediate preser~tion of the public peace, health and safety and the following is a declaration of the facts constituting such urgency: That the present compensation of the City Clerk is the sum of 'J I 00 $..tl-1Q.7::;l~r month, payabls monthly and said compensation shall not be increased or diminished after the regular municipal election for City Clerk of the City of Seal Beach; present com- pensation of the City Clerk is deemed to be inadequate because of the cost of living and it is for the best interests of the City that a competent person be elected by the registered voters of the City to the office of City Clerk and unless a reasonable com- pensation is paid to such City Clerk there is likelihood that competent persons would not accept the office of City Clerk of the City because of the inadequacy of the present salary paid; that a general municipal election will be held in said City 1 l Ordinance NUI!lber on the ~ day of April, 1952, will be, elected by the qualified at which time a City Clerk electors of the City and , 'j U there is insuff~cient time elapsing between the present date and said election in order to enact legislation to increase the salary of ths City Clerk before said election; based upon the foregoing facts, the City Council hereby declares this ordinance to be an emergency measure and this ordinance shall take effect immediately upon being adopted and passed by the City Council of the City of Seal Beach. Section 4: All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. Section ,: The City Clerk shall cause this ordinance to be pub- lished once in the Seal Beach "POST AND WAVE", a newspaper printed, published and circulated in said City of Seal Beach; and said ordinance shall take effect immediately after its passage and approval by the City Council of the City of Seal Beach.
