HomeMy WebLinkAboutCC Ord 434 1953-06-16 1 2 3 4r 5 6 The City Council of the City of Seal Beach does ordain as CRDINANCE NO. 13{ AN ORDINANCE OF THE CIN OF SEAL BEAm AMENDING ORDINANCE NO. 354 AS AMENDED BY ORDINANCE NO. 366 BY EXEI.IPTING THE CIN OF SEAL BEAQ-I AS A I,lUtJICIPAL CORPORATION FR~i CERTAIN PROVISI~lS OF SAID ORDINANCES. 7 as follows: 8 SECTION 1: Ordinance No. 354 of the City of Seal Beach, as 9 amended by Ordinance No. 366 of the City of Seal Beach, is hereby 10 amended by adding Section 302.4 thereto to read as follows: 11 "Section 302.4: Sections 302.1, 302.2, 302(a), 302.2~ and 12 302.3 hereof shall not apply to the City of Seal Beach acting in 13 its capacity as a municipal corporation." 14 SECTION 2: The City Council of the City of Seal Beach does 15 hereby find. determine and declare that this is an Ordinance for 16 the immediate preservation of the public peace, health and safety 17 of the City and the facts constituting its urgency are as follows: 18 That the City has heretofore acquired certain property for the 19 development of public parks and playgrounds and the City Council 20 is now intending to commence such development by the establishment 21 of a youth center on such property; that it is necessary to have 22 buildings and shelter on such property in order to have an approp- 23 riate.youth center; that there is presently available to the City 24 a building \Wlich would serve as a shelter and place for the youth 25 to meet; that such building has been offered to the City free of 26 charge if the City will immediatelY move it from its present locati n 27 to City property and establish such building on City property; that 28 unless Ordinance tJo. 354 is immediately amended to allow the City 29 to so move and establish said building, the offer will be withdrawn 30 and so delay the establishment of a youth center and playground 31 development and further greatly increase the cost of the plan to 32 develop certain city property into parks, playgrounds and athlethic -1- ',,", Ordinance Number 1 fields; that the City Council is desirious of improving the City 2 through such development for the general welfare of the people of 3 4. the City through the most economic means availab,.l.e......, SECT:LOk 3: The City Clerk shall certify t~";t11~ passage and ,r 5 adoption of this Ordinance by a four-fifths vote of the City Counci 6 and shall cause the same to be published once in the POST & WAVE, 7 a newspaper of general circulation printed, published and circulatei 8 in the City of Seal Beach. 9 SECTION 4: This Ordinance, being one for the immediate 10 preservation of the public peace, health and safety of the City of 11 Seal Beach, shall take effect and be in full force immediately 12 upon its passage and adoption by the City Council. 13 PASSED, APPROVED AND ADOPTED by the City Council at a 14 regular meeting thereof held on June 16, 1953, by the following 15 vote: 16 AYES, Councilmen vll'r: II STI!'1," IE"N"'''''''-'''''WHi!.q~8~WI!~Sf'fIl,,"E.A.r 17 18 19 NOES, Councilmen /V,.A/E ABSENT, Councilmen ,N_Ht!- The foregoing Ordinance is signed by me this /~'7f day of' 20 June, 1953. 21 22 STATE OF CALIFffihlIA 23 caUl, TV OF mANGE CITY OF SEAL BEAOi 24 25 26 27 28 29 30 31 32 ? . ~ ss I, JOHN ~. ~lliLCAHY, City Clerk of the City of Seal Beach, do hereby certify that the foregoing Ordinance was passed, approve and adopted by the City Council of the City of Seal Beach at its meeting held on the day of June, 1953, by the following vote: AYES, Councilmen we 1J~"t:Jt, J.fl."'''.~.(-~IA~ ~~ES, Councilmen /.''l$l'iNT, Councilmen An~ that such is a four-fifths -2-
