AN ORDINANCE OF THE CITY OF SEAL BEAai
AMENDING ORDINANCE NO. 406

The City Council of the City of Seal Beach does ordain as
follows:
SECTION 1: Ordinance no. 406 of the City of Seal Beach is
hereby amended by addi~g Sect~o~ 25 thereto to read as follows:
.SECTION 25; Any and all foregoing Sections hereof notwith-
standing~ the City Council of the City of Seal Beach may establish
and maintain public parks, playgrounds and athletic fields on any
property Wholly owned by the City of Seal Beach Wherever the same
are located in said City, together with such buildings and struct-
ures thereon as the City Council may deem suitable, and in such
case the provisions~ requirements and restrictions of all fore-
going Sections shall be inapplicable.".- <

SECTION 2: The 'City Council of the City of Seal Beach does
hereby find, determine and declare that this is an Ordinance for
the immediate preservation of the public peace. health and safety
of the City and the facts constituting its urgency are as follows:
That the City has heretofore acquired certain property for the
development of public parks and playgroundS Which are in an area
restricted to particular uses; that the cost of development of
such pa~ks and playgrounds may be lessened if the City is able
to take delivery of a certain suitable building which has been
offered; that said building has been offered to the City free
with the only cost to the City being that of its removal and '
establishing it on City property as the first step in the devel-
op~ent of a park and playground; that the City must take immediate
delivery of said building or such offer will be withdrawn and mus
d
immedaitely remove the building for a like reason; that unless
this Ordinance is immediately adopted so the City can proceed
with the building removal and installation, the development of an

1 park or playground, and particularly the development of a youth
2 center, will be delayed and the cost thereof greatly increased.
3 SECTION 31 The City Clerk shall certify to the passage
4 and adoption of this Ordinance by a four-fifths vote of the City
6 Council and shall cause the same to be published once in the POST
6 & WAVE, a newspaper of general cizeulation printed, published
7 and circulated In the City of Seal Beach.
8 SECTION 4: This Ordinance, being one for the immedaite
9 preservation of the public peace, health and safety of the City of
10 Seal Beach , shall take effect and be in full force immediAtely
11 upon its passage and adoption by the City Council.
