RESOLUTION NO. 1365
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH OPPOSING REAPPORTIONMENT OF THE
CALIFORNIA STAtE SENATE.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DCES HEREBY RESOLVE:
WHEREAS, the State of California has always functioned under
a bicameral legislative system, and
WHEREAS, said system has adequately provided for the growth
and development of the State of California, unequalled in the
United States of America, and
WHEREAS, the United States Supreme Court has held that both
houses of a bicameral legislature must be apportioned on the basis of
population, and
WHEREAS, the State of California's bicameral state legis-
lature has one house apportioned on the basis of population and the
other on the basis of area, and
WHEREAS, it is the desire of this City Council that the
systems of checks and balances that currently exist within the
State of California be maintained;
NOW, THEREFORE, BE IT RESOLVED. by the City Council of the
City of Seal Beach that they respectfully urge that action be taken
to amend the Constitution of the United States allowing any state
which has a bicameral legislature to apportion the membership of one
house of the legislature on factors other than population.
BE IT FURTHER RESOLVED that copies of this resolution be
sent ,to the United States Senators from the State of California,
the Representative of the Thirty-Fourth District, and the Assemblyman
of the Sixty-Ninth District, and the State Senator from Orange County.
PASSED, APPROVED, AND ADOPTED this 15th day of February, 1965,
by the following voter
