RESOLUTION NO ./-1/ {,
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH PROVIDING FOR A CHANGE IN
AUTHORIZATION TO SIGN DEMANDS AND CHECKS FOR
THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE
UNITED CALIFORNIA BANK, SEAL BEACH BRANCH.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES RESOLVE AS
FOLLOWS:
WHEREAS, there are certain funds of the City of Seal Beach on
deposit with the United California Bank, Seal Beach Branch; and
WHEREAS, John Nescher is the duly elected Mayor of the City
of Seal Beach; James N. Scott is the duly elected Treasurer of
the'City of Seal Beach; and Lee Risner is the duly appointed
Finance Officer of the City of Seal Beach; and
WHEREAS, it is necessary that the said Lee Risner be authorized
to sign demands, checks and drafts for the withdrawal of funds in
place and stead of John T. Williams.
NOW, THEREFORE, the City Council of the City of Seal Beach does
resolve as follows:
SECTION 1. That the signatures of John Nescher, James Scott,
and Lee Risner shall be the signatures required on all demands, ,
checks, and dfafts of the City of Seal Beach addressed to the
United California Bank, Seal Beach Branch, authorizing the with-
drawal of funds of the City of Seal Beach on deposit with said bank,
and said persons are authorized and directed to sign such documents
and signature cards as may be required by said bank in order that
said bank is authorized to honor demands, checks and drafts of the
City of Seal Beach for the withdrawal of funds of said City on
deposit in said bank; that from and hereafter the date of adoption
of this resolution the signature of John T. Williams shall not
appear on any demand, check or draft of the City of Seal Beach.
HOWEVER, upon any demands, checks or drafts of the City of
Seal Beach addressed to said bank upon which the personal signatures
of James N. Scott and Lee Risner shall appear, the signature of
John Nescher may appear thereon by a rubber stamp facsimile of the
signature of said John Nescher, and said bank shall be authorized
to pay demands and drafts so signed regardless of by whom or by
what means the facsimile signature of John Nescher thereon may
have been affixed.

SECTION 2, That James N. Scott, as City Treasurer of the City
of Seal Beach is hereby authorized on his signature alone to make
withdrawals of funds of the City of Seal Beach for the payment of
any bonded indebtedness and interest thereon of the City of
Seal Beach, and said bank shall. be authorized to pay demands and
drafts and authorize withdrawals of funds of the City for payment
of any bonded indebtedness and interest thereon of the City of
Seal Beach on the ~ignature of City Treasurer James N. Scott alone.
SECTION 3. The City Clerk'shall certify to the passage and
adoption of this resolution and is authorized and directed to
deliver to said United California Bank, Seal Beach Branch, a certi-
fied copy thereof.
PASSED. APPROVED AND ADOPTED by the City
of Seal Beach at a meeting held on the ~~
