JLj.~7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO FORM COUNTY SANITATION DISTRICT NO. 4 TOTALLY WITHIN THE CITY OF SEAL BEACH. The City Council of the City of Seal Beach, California, does hereby resolve as follows: WHEREAS, the City Council has recognized the problems of sewage treatment for the southerly sections of the City of Seal Beach known as the "Hill" and "Ocean" areas and desires that appropriate action be taken to alleviate and correct said problems; and WHEREAS, the present sewer treatment facility serving the afore- mentioned sections of the city is currently financed from the city's general fund, and a substantial portion of the city is served by County Sanitation District No. 3 under a separate tax rate; and WHEREAS, the City Council of the City of Seal Beach recognizes the present inequity of general fund tax monies being utilized for financial support of a sewer treatment facility serving only a por- tion of the city and desires that appropriate action be taken to alleviate this inequity; and WHEREAS, the City Council of the City of Seal Beach requested the City Manager to file a proposal with the Orange County Local Agency Formation Commission for the formation of County Sanitation District No.4, totally within the City of Seal Beach; and WHEREAS, the staff of the County Sanitation District has advised against annexation of the above mentioned areas to the presently constituted county sanitation districts; and WHEREAS, the Orange County Local Agency Formation Commission, did at their regular meeting of July l3, 1966, by unanimous vote, approve the formation of County Sanitation District No.4, as proposed by the City of Seal Beach, and as designated in the map and legal descrip- tion as Exhibits "A" and "B" respectively and are attached hereto and made a part hereof: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, that the Board of Supervisors of the County of Orange, California, provide for the formation of County Sanita- tion District No. 4 for the area as approved by the Orange County Local Agency Formation Commission, said area being totally within the City of Seal Beach, California, in accordance with Sections 4700 et seq of the State of California Health and Safety Code.
