A RESOLUTION OF THE CITY COUNOIL OF
THE CITY QF SEAL BEACH CREATING THE
OFFICE OF CITY ADMlNtsTRA TOR, AND
DEFINING THE REBPONfllBILITY. AUTHORITY
AND DUTIES OF SAm QFFICE.
Th'e City Council ot the City' Of Seal B~ach does hereby'reso,lve
7 ,as follows:
8 SECTION !: The office of the City Administr.ator. of the City of
9 Seal Beaoh is hereby created and established. The City Administrator
shaLL be appointed by th~ Ctty Goull-cil solely on the basis ~f his
administrative and executive qualifications and abtli.ties and shaLL hold
office at and during the pleasure of the Council.
SECTION ,~: ELIGIBILITY. Restdenqe in ,the City of $eal Beach
at the time of appointment shaLL not be required as a condition of

appointment, but within one hundred eighty days thereafter the City
Administrator'must become a resident of the City ,or tb.e City Council

elected-to me~bership in the City' OoUncil shall, subsequent to such election,
be eligible for appointment as City' Administrator until one yea! has elapsed

, SECTION 3: UNCLASSIFIED STATUS. The position of City
Administrator shalL be in the n~classi.fted service of the City and ,he shaLL
n~t be covered by Civil Service provisions.
SECTION 4: BONn. The Oity Administra.tor shan furnish a corporate
surety bond to be a~roved by the Oily 'CounciL in such S"um as may be
determined by said 9onndl. The bond shall be condit~oned upon the
faithful performance of the, duties imposed upon the Oity Administrator
as h.erein prescribed. The premium for snch bond shall be ,a proper charge

against the 'City,
SEOTION 5% ABSENCE. The City Administrator shaLL designate,
subject to the approval of the City Connetl, an officer or ,department
head of the City to perform the duties of City Administrator during his

7 ljtECTION 6% COMPENSATION. The City Administrator shaLL receive

S~CTION 7% POWERS AND puTIElS. The City Administrator shaLL
be the ad:pl.inistrative head of the City Government under the direc~ion and

control of the City Cou~cU exceflt as otherwise provided herein. He
shaLL be responsible for the efficient administration of aLL of t,he affairs
of the City within his jurisdiction. In addition to his generaL' administrative
