" , THE CITY COUNCIL OP THE CITY OF SEAL BEACH DOES RESOLVE , AS FOLLOWS r 13 SECTION 1; That the City Council of the City of Seal Beach, as a legislative body of said City, desires to initiate proeeedings on its 'own motion to annex certain hereinafter described territory to the City of Seal Beach under the provisions of the Annexation of l1J1inhabited 'l'erritorY,Act of 1939 of the State of California, and said City Council is therefore the proponent unde~ the provisions of Sectio~ 35002 of the Governm~nt COde')?f State of California.
