A RESOLUTION OF THE CITY COUNCIL OF
TEE CITY OF SEAL BEACH ON WATER
PROBLEMS (1960) RE (:ALIFORNIA WATER
RESOURCES BOND Ac:I!
WHEREAS, the Board of Directors of the League of Californi
Cities did, on May 9, 1958, adopt a resolution recommending policies
to be followed in the development and utilization of the State's
water resourceS, including among others the "Delta Pool Ut:.ilit;y

concept ": and
~REASl the Legislature at its 1959' Regular Session en-
acted the California Water Resources Development Bond Act, such
legislation being in substantial conformity with the policies
recommended in the League's 1958 resolution: and
WHEREAS, it is recognized that the maximum conformity with
these policies can be attained under the California Water Resources
Development Bond Act by recognition of the principle that state laws
should apply to the service of water developed by state projects and
the establishment; of basic contract terms, pricing formulas and
policies for the sale of project water and power: and

WHEREAS, it is recognized that the pepartment of water Re-
sources is attempting to the fullest possible extent to establish
the needed specific terms, formulas and policies at the eariiest
possible time,

NOW, THEREFORE, BE IT R.ESOLVED, by the City Council of the
City of Seal Beach that the California Water Resources Development
Bond Act be and it hereby is approved and supported as being in
conformity with the League of California Cities' recommendations for
the conservation, development and utilization of the S1:.ate's water
resources: and
BE IT FURTHER RESOLVED, that the Department of Water Re-
sources be commended for its past efforts to develop the needed
"ground rules" concerning contract terms, pricing formulas and

livery, including operation: and maintenance, shal~ be-added to the
rate established for water at the Delta, .
That there shall be included in state water development
projects under the california Water Plan, such upstream water

storage reservoirs and other facilities necessary for,the benefi-
cl~l use of. the water reserved to the areas of origin, for use'in
the watershed and the state upon itl!! own initiative or upon request
of the ~ocal authority shall provide for, or assist in, the financ-
ing and construction of such reservoirs and other facilities, and
to that end th~re shall be established a,revolving fund and the
LegiSlature shall prOVide the terms and conditions for the use
thereof I
That reimbursahle,costs of any state project shall not
include, among other things, the COI!!t: allocated to recreation of
Statewide interest, the acquisition of land and rights of 'way and
the relocation of highways and utilities;
That in state financing of water development under the
California water Plan there shall be deposited in a s~ecial
California water Fund:
(a) All revenUes received by the state from the extrac-
tion of oil and gas from tide and submerged lands and state public
lands in excess of Fifteen Million Dollars ($15,000,000.00) in
each calendar year, over and above the cost of administration of
all such lands and any refunds authorized by lawl
(b) The total revenues over the cost of operatio~' and
maintenance and ,service of any indebtedness of any state wa~er
development project, or in the case of a joint project, the

(d) The proceeds of the sale of any State bonds issued
8 to provide funds for water resources development1 provided, hOwever
9 that if the bonds are authorized for the purpose of providing funds
10 for the cost of a designated project or projects, the proceeds of
11 the sale thereof, When deposited in the California W~ter Fund,

shall be used for that purpose and no other;
