A RESOLUTldN' OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REQUEST-
IN~ THAT MUNICIPALITIES HAVE THE SAME RI~HTS WHICH PERTAIN TO
SCHOOL D:r;~TiuCTS WIT.H REFERENCE, TO SURPLUS PUBLIC PROPERTY. "

WHEREAS' the'Fe~era1 Government now pospesses and will oontinue to
aoquire'oonsiderable quantities of property no longer needad
for their ,original governmental purposes'; and .
WHEREAS muoh of this property, deolared surplus, is stored and
ultimately spld through,the offioes of the General Servioes
,Administration; and '

~~~S oertain rightp ~nd privileges to the aoquis1tion of this
surplu~ property are aoco~d.d'to non~prof1t organizations
and to school jurisdiotions; and
WHEREAS the rights and prrv1~eges.of o1t1es to aoquire suoh su~lus
property are 'severely' restrioted and are'gener.a1ly limited
to purposes of Civil Defense; ana.' ' " ,

WHEREAS all such surplus property has been purohased with publio
funds and paid for by ~he tax payers; ahd
,WHEREAS it is generally deemed "equitable that City Governments'
should enjoy the same rights and privi1eges~ insofar as
surplus property is oo~oerned. now aooorded to sohool
distridts,and to non-pr?fit organizations; and
WHEREAS the rights and privileges of oities ,should.'ln all justioe
take pr~cedence over the rights. and privileges of private
