A PubllC Hearlng to Conslder Increaslng the Permltted Lot Coverage In Dlstrlct II College Park East and College Park West to 45/ and 5/ For Open Pat10 Covers 1n College Park East ~tlnued fro October 5 1977 Secretary presented a Staff Report and noted that f1ve letters 1n support of the amendMent were rece1ved Publ1C Hear1ng Opened Lann1ng asked about the lot Slzes 1n College Park East and College Park West Secretary noted that the average lot Slze was 5500 square feet w1th a 5200 square foot m1n1mum 1n both areas Cov1ngton asked about the computat10n of the average lot Slze 1n the later College Park East tracts he was under the 1mpress10n that certa1n park and parkway areas were 1ncluded 1n the gross land area Sec etary stated that the park and pa kway areas may have been 1ncluded 1n the gross land area Knapp expressed concern about 1ncreas1ng lot coverage based on so few appl1catlons and noted that 1n most cases people can add some ground level coveraqe plus maJor second story add1t10ns He noted that 1n any case the ~ar1na H1ll area has smaller average lots of 5300 square feet w1th smaller houses and sMaller overall bU1ld1ngs can be ma1nta1ned on the H111 ...,.., -. r<" Lann1ng noted that most people express a des1re for two story houses For example 1n the C1ty Yard Subd1v1s10n most persons wanted to bU1ld custom two story ~ouses R1ppe dan was of the op1n10n that there was very llttle demand for 1ncreased lot coverage 1n College Park West General d1Scusslon followed about the va 10US opt10ns ope to the Plann1ng Comm1ss10n Publ1C Hear1ng Closed Cook moved to aoprove the ~egat1ve Declarat10n and recommend to C1ty Counc1l adoptlon of the Negat1ve Declarat10n seconded by R1ppe dan and unam10usly approved Mlnute Order Act10n e e . A D1SCUSS10~ of Pac1T1c Coast The Plann1ng Comm SSlon met n an 1nformal round table d1Scuss10n w1th J1m Watson of Watson ~ Assoc1ates 101 Ma1n Street SU1te A and Tom Lew1s owner and operato of the Seal Beach Lumber Yard J1m Watson presented an overV1ew of the orooosed development and noted the proJect would 1nclude the eX1st1ng Fotomat relocat10n of the Lumbe Yard 1n a new bU1ld1ng near 5th Street a med1cal bU1ld1ng near 5th Street two or three d1nner house restaurants on Pac1f1c Coast H1ghway one fast fooa restaurant on Pac1f1c Coast H1ghway and one other use not determ1ned at th1S t1me H1S plan for a gas stat10n has been dropped The compex Jould be des1gned w1th a common theme uS1ng ough sawn wood br1ck and stucco accents Roofs would be e1ther shake sh1ngle or t1le . The Plann1ng Comm1ss10n d1scussed var10US use concepts and ex p essed a general concurrance W1t~ the concepts The Secretary prov1ded an overV1ew of the steps 1n the approval process 1nclud1ng env1ronmental assessment amendments to the Land Use Element change of zone and a number of Cond1t10nal Use Pe m1ts Fl ~ Staff w1ll set the matter of determ1nat on of zone for a lumber ya d for hear1ng before the Plann1ng Comm1ss10n 1n the near e e . ~ t future Staff wlll also consult wlth Clty Attorney regardlng posslble condltlonal approval of the development prlor to actlng on the Land Use Element and zonlng nlSCUsslon of Proposed Coastal CommlSSlon GUldellnes for '--Sea 1 Beach B Secretary presented a report on the present and proposed Coastal Commlsslon GUldellnes as they affect Seal Beach The Plannlng Commlsslon dlscussed the GUldellnes and determlned to support the Staff posltlon and by Mlnute Order report to Clty Councll support for the Councll s proposed Resolutlon on the matter By Mlnute Order Plannlng Commlsslon unamlously approved the Item 5 Report from Secretary There was no Secretary S Report Meetlng was adJourned at 9 35 P m . ~~ Recordlng Secretary .
