MET IN REGULAR SESSION ON WEDNESDAY NOVEMBER 2
1977 IN THE COUNCIL CHAMBERS OF THE CITY ADMINIS
TRATION BUILDING THE MEETING WAS CALLED TO ORDER
BY CHAIRMAN KNAPP AT 7 30 P M AND THE PLEDGE TO THE
FLAG WAS LED BY VICE CHAIRMAN COOK

The Plannlng Commlsslon dlscussed varlOUS polley optlons from re
qUlrlng all proposed converSlons to meet the current park ng
standards to not requlrlng any addltlonal parklng The Commlsslon
was of the oplnlon that the requlred two spaces for each unlt
should be provlded Secretary noted that only 10 15/ of eXlstlng
apa tment complexes would meet the present parklng standards The
Commlsslon requested that Staff look lnto some type of resldentlal
ln l1eu parklng fee for those propertles WhlCh cannot- meet current
standards The fees could be used to provlde centrallzed parklng

Recons1derat1on of Recommendat1ons to C1ty Counc1l on Increas~ng
Lot Coverage 1n College Park East and College Park West
Sec etary reported that the C1ty Attorney had ruled that the
Plann1ng Comm1ss1on s recommendat1ons for allow1ng 5/ of lot
Slze for open pat10 cove s for Models 15 and 19 Wh1Ch
or1g1nally exceeded 45/ lot coverage was not legal and any
recommendat1on must not d1scr1m1nate e1ther for or aga1nst any
property 1n an area It was suggested that the Plann1ng
Comm1SS on make recommendat1ons to C1ty Counc1l for pat10s 1n
all of the College Park East area The Plann1ng Comm1ss1on
d1scussed va 10US opt1ons 1nclud1ng recommendat1ons for no
pat10 covers through recommend1ng 5/ pat10 covers 1n both
College Pa k East and College Park West Knapp stated that
he was ph1losoph1cally opposed to 1ncreased lot coverage
However 1t was apparent that the C1ty Counc1l 1n response to
res1dent deslres would llke to see 1ncreased lot cove age
Knapp moved to amend the Plann1ng Commlss1ons prev10us recommend
at10ns to C1ty Counc1l to recommend lncreas1ng perm1tted lot
coverage for enclosed structures 1n College Park East and College
Park West to 45/ and to recommend that an open patlo cover not
to exceed 5/ of the lot area be perm1tted 1n the College Park
East area Seconded by R1pperdan and approved by the followlng

In response to a quest10n Secretary noted that the lot Slze 1n
College Park West was 5200 square foot m1n1mum and 5500 squa e
foot average throughout In College Park East the easterly
port1on also had a 5200 square foot mlnlmum and 5500~squa-e feet
average In the westerly port1ons of College Park East the lot
S1ze seemed to be close to a 5200 square foot average Slze due
to the 1nclus1on of park land 1n the overall tract area when
comput1ng the averaqe lot Slze

A Letter from Goodyear Tlre Center
Secretary presented a Staff Report on a request from Goodyear
T1re Center to hold a tent sale p omotlon 1n the Rossmoor
Buslness Center on November 18 lq and 20th Everett Mart1n
and John Eager represent1ng Goodyear Tlre Center stated that
the1r promot10n would be conducted 1n good taste and would not
adver~y affect adJacent bus1nesses 1n the Center The
Plann1ng Comm1ss10n d1scussed the concept Knapp moved to
approve the promot10n seconded by Lann1ng and unam10usly
approved M1nute 0 der Cov1ngton requested that Staff take
photographs of the tent sale promot10n Knapp suggested and
the Comm1ss10n concurred that the Plann1ng Comm1SS10n reV1ew
a promot on request on an nd1v1dual baS1S M1nute Order Act10n
B D1ScusS10n of Procedure for Development of the Ed1son Tr1ang1e
Sec etary presented an overall Staff Report outl1nlng var10US
steps to be followed for development of the Edlson Trlangle
The Plann1ng Commlss10n d1scussed var10US evolut10nary changes
1n the slte plan w1th J1m Watson and Tom Lew1s The Comm1ss10n
had no quest10ns or problems w1th the proposed development
schedule

"Lumber Ya d/Home Improvement Center
Secretary presented a report recommend1ng that a Lumbe Yard/Home
Imp ovement Center be f1rst perm1tted 1n the C 2 zone subJect to
the lssuance of a Cond1t1onal Use Perm1t Slnce some act1v1t1es
would be conducted outs1de of a bU1ld1ng The suggested park1ng
requ1rements are
1 One space for each 500 square feet of bU1ld1ng area plus
2 One space for each 1000 square feet of outs1de storage
The Plann1ng Comm1ss10n concurred w1th the recommendat1ons A
Publ1C Hear1ng 1S scheduled for November 16 1977 to cons1der
amend1ng the Zon1ng Ord1nance as recommended
