Mlnute Order Actlon Cook moved to approve and recommend to
Clty Councll an amendment to the Zonlng Ordlnance permlttlng a
Lumber Yard/Home Improvement Center 1n the C 2 zone subJect to
a Condltlonal Use Permlt and establlsh a parklng requlrement
of one space for each 500 square feet of bUlldlng area and one
space for each 1000 square feet of outslde storage area Seconded

A Temporary Relocat10n 1n the Seal Beach Tra1ler Park
Secretary presented a Staff Report on proposed temporary re
10cat10n of 40 50 tra1lers on a two acre s1te presently owned
by the C1ty and adJacent to the eX1st1ng tra1ler park The
Plann1ng Comm1ss10n d1scussed the concept of temporary re
10cat10n and generally favored the concept D1Scuss10n followed
on the ownersh1p of~~ropert~the scope of the temporary
1mprovements and the costs to the Agency for temporary 1mprove
ments It was the consensus of the Plann1ng Comm1ss10n that all
expenses 1n the temporary relocat10n should be pa1d by the Agency
S1nce grad1ng on the two acre s1te would be sU1table for grad1ng
for the townhouses the expense should be borne by the Developer
In order to assure that costs to the Agency are kept to a m1n1
mum 1t was the recommendat10ns of the Plann1ng Comm1ss10n that
unt1l escrow closes on the land Dawson should be charged rent
equal to the rent charged by East Naples Land Company for the
same number of spaces Chr1st1ne Agar 11 Mar1na Dr1ve
spoke 1n favor of the temporary relocat10n rnapp moved to
approve and recommend to the Redevelopment Agency and C1ty
Counc1l approval of temporary relocat10n subJect to the follow

Secretary presented a Staff Report on the proposed CC & Rs for
Tract 9814 the C1ty Yard Subd1v1s10n The Plann1ng Comm1ss10n
d1scussed the proposed CC & Rs and were 1n Agreementro~t~
overall d1rect10n The Plann1ng Comm1ss10n was of the op1n10n
that Sec 32 should be mod1f1ed to reflect amendment by 51/ of
the owners rather than 75/ of the owners Staff was d1rected
to confer w1th the Attorney regard1ng the legal1ty of the proposed
change Cov1ngton moved to approve and recommend to C1ty Counc1l
adopt10n of the CC & Rs w1th the change to Sec 32 of 51/ of
owners for amendment Seconded by Cook and unam10usly approved

Secretary presented a Staff Report on proposed Arc~ltecutral
Commlttee Procedures and GUldellnes and was of the oplnlon
that the Commlttee should be composed of one Plannlng
Commlssloner one Staff Member and one resldent of Brldgeport
The Plannlng Commlsslon also was of the oplnlon that there should
be an appeal procedure to the Plannlng Commlsslon from an adverse
rullng by the Archltectural Commlttee Knapp moved to approve
and recommend to Clty Councll approval of the Archltectural
Commlttee Procedures and GUldellnes wlth composltlon of the
commlttee as follows

A Report on Hellman Property
Secretary reported that the Hellman helrs have hlred a land
plannlng flrm to lnventory thelr land for posslble future
development and the consultant WOY]9 be maklng a pr~sentatlon
to the Plannlng Commlsslon~ovember 30th It was !requested
that the Plannlng Commlsslon adJourn to November 30 1977 ~

Secretary announced that a meetlng would be held on Monday
November 21 1977 at 7 30 P m In the Marlna Communlty Center
to dlSCUSS the proposed development of the Edlson Tr1angle
PubllC 1S 1nvlted and encouraged to attend

Cook asked lf the Clty of Seal Beach planned to lnstall a flshlng
platform on the MaTlna Drlve Brldge llke Long Beach S platform
Secretary noted that Seal Beach had no such plans due to trash
and flSh odors
Cha1rman Knapp adJourned the meetlng at 9 50 P m to Wednesday November
30 1977 at 7 30 P m In the Councll Chambers for a study seSSlon on the
Hellman property
