does ordain as follows:
SECTION I:
That in order to carry out the provisions of the
statutes of 1947, Ohapter 807, the Oity Oouncil ot the Oity of
Seal Beach does herehy oreate a planning commission to be kno~ as
the Oit;y Planning Commission.
SEOTION 2:
The Oity P1anning Oommission shall oonsist of not
less than f1 ve, nor more than 9, members who may be persons who hold
an office or a position 191th the Oity; provided, however, that the
number of members of such commission who are not officers of eaid
Oi ty shall exceed the number of"mElllbers who- may be officers or
employees of said Oit;y. Members of the cOmmission shall be appointe
b;y the Ma;yor with the approval of the Oi ty Oouncil.,
SECTION 3:
Of the members of the commission first appointed,
two shall be appointed for terms of one year, two for terms of two
;years, one for the tem of three years, and one for the tam of
four years. When seven members are to be appointed, the additional
members shall be appointed tor three years. When nine members are t
be appointed. the additional members sball be appointed for one
year. Their sucoe~sors shall be appointed for terms of rour yeare.
If a vacancy shall occur otherwise than by expiration of tem, it
shall be filled by appointment for the unexpired portion of the
term. The terms of advisory members shall correspond to their res-
pective official tenures.
SECTION 4: Any appointee member of a planning commission may
be removed by the appointing official, at his pleasure, but euch
removal shall be subject to approval rf the Oi ty Council. However,
by a majority vote of the Oity Council. any appointed member ma;y be
removed. All members of the commission may receive compensation
for their attendance at each meeting in a sum to be fixed by the
Oit;y Oouncil, and not to exceed five dollars per meeting nor sixt;y

meetings, unless furnishing a va11d reason acceptable to the
Appointing Official and the City Council, shall be replaced, and
his successor shall be appointed for the unexpired portion of the
term.
SECTION 5:
It shall be the duty of members of the commission,
including advisory members, to inform themselves on matters affeot-
ing the functions and duties ot the oommission, and, to that end,
when authorized by the .commission, may attend planning oonferenoes,
or meetings of planning exeoutives, hearings on planning legislation
or matters affecting the master plan or any part thereof, and the
reasonable traveling expenses incidental to such attendance shall
be charges upon the funds allocated tO,such oommission.
SECTION 6:
It shall be the function and duty of the planning
oommission to prepare and adopt a comprehensive, long-term, gene~l
p~n for the physical development of the Cit;y of Seal Beach, and
of any land outsi de of the boundaries thereof which in the oommis-
sion t s judgment bears relation to the planning thereOf. Such plan
shall be known as the master plan and shall be so prepared that
all or portions thereof may be adopted by the City Council.
SECTION 7:
The master plan provided for herein shall be pre-
pared, adopted and submitted in the manner provided for b;y Article 5
of Act 52110, Deering's Code, and amendments thereto.
SECTION a:
Each commission appointed pursuant to this
ordinance shall elect its chairman from among the appointed members
for a term of one year. The commission shall hold at least Qne
regular meeting in each month. The oommission shall adopt rUles
tor the transaction of business and shall keep a recor~ of its
resolutions, transactions, findings, and determinations, which
records shall be a public record. The commission may, subject to
the approval of the City Council, employ planning consultants and
such other ctticers and employees as it may deem necessary to do
the work of said commission.

SECTION 9:
The Cit;y Council shall provide the funds, equip-

ment. and' aocommodations necessary for the work of the planning
oommission, and the expenditures of said planning colllDl1ssion shall
be kept within the budget given to them.
SECTION 10: The City Council may. in making its annual tax
levy and as a part thereof. levy and collect a tax not to exoeed
in any fiscal year the sum of two mills on the dollar of assessed
valuation, for the purposes of this ordinance, and may also use
other funds of the City for the same purpose.
SECTION 11: The planning colllDl1ssion shall have all the powers
and duties given to them by general statute and shall in its
deliberations, conduct and aot be guided b;y the statutes of the
State of California in reference thereto.

SECTION 12: The City Council of the Oi ty of Seal Beach may
adopt the maeter plan or any portion thereof, but shall. before
adopting such plan or part thereOf, hold at least one public hearing
thereon. notice of the time and place of which shall be published
at least once in a newspaper of general ciroulation in the City of
Seal Beaoh. No ohange in the master plan shall be made by the
City Council before referring the same to the planning commission
for report thereon. Failure of the planning colllDl1ssion to report
on such contemplated change within forty days, sball be deemed by
the City Council as an approval of the proposed cbange.
SECTION 13: Before the planning commission shall recommend
to the Ci t;y Council the adopti on of any master plan. they shall
hold a hearing thereon as required by law and sball comply with all
the provisions of law in recommending said master plan to the
Ci ty Council.
SECTION 14: The City Planning ColllDl1ssion and the City Counoil
shall be governed in all their actions. where not specifically
covered by this ordinance, by the Conservation and Planning Act of
1947, Chapter 807. and amendments thereto.

SECTION 15:
All ordinances or parts of ordinances in oonflict
with this ordinance are hereby specirioall;y repealed.
SECTION 16: This ordinance shall be printed and published
onoe in the SEAL BEACH POST AND WAVE, a newspaper printed, pub-
lished and oirculated in the City of Seal Beach, and shall take
efrect and be in force 30 days trom and after its final adoption
by the City Council.
The above and foregoing ordinance was introduced at a regular
meeting of the Ci ty Council of the Oi ty of Seal Beach held on
