ORDINANCE NO..:3.p
WHEREAS, in the interest of public safety and for the pre-
3 vention of thefts of bicycles, the City Council of the City of
4 Seal Beach deems it necessary for the enactment of a bicycle ordi-
5 nance,
6 The City Council of the City of Seal Beach does ordain as
7 follows:

SECTION 1:
It shall hereafter be unlawful for any resident
9 person to operate a bicycle upon any street or public way within
10 the City of Seal Beach unless said bicycle shall first have been
11 registered by the owner and properly licensed or tagged as herein-
12 after prOVided.

SECTION 2:
Registration shall be made by filing with the
14 Police Department an application, setting forth the name and ad-
15 dress of the owner, together with a complete description of the
16 bicycle, on forms provided for the purpose by said department and
17 paying a registration fee of Fifty Cents (0.50). Each registra-
18 tion shall be serially numbered and kept on file in the Police
19 Department as a public record. Upon such registration the said de-
20 partment shall cause an identification tag or license plate to be
21 affixed to the bicycle registered, at or near the rear of the seat
22 or saddle of such bicycle, said identification tag or license
23 plate to be serially numbered to correspond with the registration
24 number. Suoh tag or license plate shall remain fixed to the bi-
25 cycle unless removed by order of the City Court of the City of
26 Seal Beach for cause. In case of theft, loss, mutilation or de-
27 facing of eaid tag or license plate, a duplicate shall be issued
28 b~ said department for a fee of Twenty Cents (0.20). No person

29 shall wiltully remove, deface or destroy any such identification
30 tag or license plate.

SECTION 3: Within ten (10) days after any bicycle registered
32 hereunder shall have changed ownership or be dismantled and taken

1 out of use, the person in whose name the bicycle has been regist-
2 ered shal:j. report such information to the Police Department. In
3 case of change of ownership the registration shall thereupon be
4 changed to show the name of the new owner upon payment by him of
5 a Twenty Cent (0.20) registration fee. In case of dismantling and
6 taking out of operation or use, the registration shall be cancelled
7 and the identification tag or license plate returned to the Police
8 Department.

SECTION 4: It shall be unlawful for any person to operate
10 a bicycle in the City of Seal Beach without consent of the regist-
11 ered owner.

SECTION 5: Bicycles are hereby classed as vehicles and as
13 such come wi thin the operation of all ordinances regulating traffic
14 upon the public streets of the City of Seal Beach, and operators
15 thereof are required to obey all rules governing vehicular traffic.
16 In addition thereto, the following rules must be obeyed by all
17 bicycle operators:

(a) No person shall operate a bicycle in disregard of the
19 safety or rights of others or of the .ublic generally, and every
20 person so operating a bicycle must 0 y all traffic rules, stop
21 signs and other traffic regulations.

(b) No person shall ride a bicycle more than four (4) feet
23 from the curb line except when passing a parked vehicle.

(c) Every operator must signal for left turns and stops
25 with the left hand and arm in the proper position.

(d) No person is permitted to operate a bicycle on any
27 public sidewal~ or on the grass or lawns of or in any public golf
28 course.
29 (e) When in groups of two (2) or more, operators must ride
30 in single file.

SECTION 6:
All moneys received from fees herein provided
32 shall be placed in the City's General Fund and the cost of defray-

1 ing the expenses of such registrations, tags and license plates
2 shall be provided by the City Council.
3 SECTION 7: Any person who shall violate any of the provis-
4 ione of this ordinance shall be deemed guilty of a misdemeanor and
5 upon conviction be punished by a fine of not more than Twenty-five
6 Dollars ($25.00), or by imprisonment in the City Jail for not more
7 than 15 days, or by both such fine and imprisonment; or shall have
8 his license suspended for a period not to exceed ninety (90) days.
9 The foregoing penalties in all instances to be imposed at the dis-
10 cretion of the Court.
11 SECTION B: This Ordinance shall be printed and published
12 once in the SEAL BEACH NEWS, a newspaper printed, published and
13 circulated in the City of Seal Beach, and shall take effect and
14 be in force 30 days from and after its final adoption by the City
15 Counc1l.

The above and foregoing Ordinance was introduced at a
18 regular meeting of the City Council of the City of Seal Beach held
