MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 21 1978
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH MET IN
REGULAR SESSION ON WEDNESDAY JUNE 21 1978 AT 7 30 PM
IN THE COUNCIL CHAMBERS OF THE CITY ADMINISTRATION BUILDING
THE MEETING WAS CALLED TO ORDER BY CHAIRMAN KNAPP AT 7 30
AND THE PLEDGE TO THE FLAG WAS LED BY VICE-CHAIRMAN COOK

two bU1ld1ngs over a ded1cated pub11c alley w1th less than requ1red
4 setback Pub11c Hear1ng Opened Alan Sharp Orange Ca11forn1a
represent1ng Rossmoor Racquetball stated reason for br1dge was to
control traff1c from one bU1ld1ng to another Mr Cook quest10ned
the 5 setback to rear property l1ne and 1f a prOV1S10n was prov1ded
1n any C1ty Ord1nance as to setbacks abutt1ng res1dent1al area as
opposed to commercial areas Secretary stated that the C1ty
Annexat10n Agreement so stated Mr Cook asked about F1re Department
approval and what type of eX1ts were prov1ded for emergency eX1ts
Mr sharp rep11ed that there were three eX1t doors on the ground
floor for such emergenc1es Mr Cook quest10ned park1ng requ1rements
for an add1t10nal bU1ld1ng 1n the Rossmoor Center Secretary stated
that all requ1rements were met Mr Cov1ngton quest10ned the Plann1ng
Departments not1f1cat10n to all property onwers 1nclud1ng~those tenants
~es1d1ng 1n the Rossmoor Park Apartments Secretary noted that
not1f1cat10ns comp11ed w1th C1ty Ord1nance 1n not1fY1ng all property
owners Mr Cov1ngton suggested not1fY1ng all Rossmoor Park Apartments
tenants before tak1ng act10n on Var1ance Cha1rman Knapp noted that
State requ1rements have been met and that the owner on f1le had been
not1f1ed Mr R1pperdan was 1n agreement w1th Knapp and stated that
Apartment tenants whether perspect1ve buyers or renter could not be
cons1dered nor could act as owners at th1s t1me Mr Cov1ngton asked
1f the br1dge comp11ed w1th current Earthquake standards Secretary
noted that construct10n would have to meet 1976 UBC st~ndards wh1ch
1ncluded earthquake protect10n Pub11c Hear1ng Closed R1pperdan
moved to approve the Negat1ve Declarat10n Seconded by Mr Cook and
passed by the follow1ng vote

Mr Cook asked Mr D Am~co the s~ze of the proposed and/or ex~st~ng
dance floor and for what purpose the floor would be used Mr D Am~co
repl~ed that the s~ze was 12 x 18 and that danc~ng would be allowed for
pr~vate part~es such as banquets pr~vate part~es and wedd~ngs
Cha~rman Knapp quest~oned the type of mus~cal enterta~nment to be
prov~ded and what s~ze group would be allowed Mr D Am~co stated that
there would be a p~an~st ~n the Cockta~l Lounge and that for pr~vate
'part~es a group no larger than a tr~o would be allowed Mr Cov~ngton
the ~ntent on controll~ng part~es and ~f there would be a problem w~th
park~ng Mr D Am~co stated that there were 90-100 park~ng spaces
ava~lable w~th two add~t~onal lots under long term leases and Valet
park~ng would be prov~ded r

Mr R1pperdan asked Mr Com1nos 1f a roof enclosure was poss1b1e over
the back pat10 and 1f door closures were poss1b1e to 1nsta11 on the
back eX1t door Mr Com1nos stated that door closures could be added
and quest10ned the necess1ty of roof1ng the pat10 as there have been
no comp1a1nts 1n the past as to any enterta1ner or the amp11f1cat1on

the 3 setback Secretary repl1ed that f1eld measurements had been
made by Staff and that the 3 setback was met
Mrs Rob1nson 113 7th Street was opposed to the enlargement and stated
that Mrs Anderson s garages were presently used to store bU1ld1ng
mater1als pa1nt and a Catamaran
Cha1rman Knapp quest10ned Mrs Anderson as to charg1ng of garage use
and 1f 1n fact she was uS1ng her garages for other purposes than for
11censed veh1cles
Mrs Anderson stated that garages were charged for 1n rental agreements
and that recently mater1als and a boat have been stored 1n garages
Mr Zussman Long Beach was of the op1n10n that the C1ty should amend
1tS Park1ng Ord1nance so that there was no need to store boats and
non-11censed veh1cles 1n garages

Publ1c Hear1ng Closed Mr Cook moved to deny the request w1thout
preJud1ce due to the fact that garage use was m1srepresented and under
the cond1t10n that Mrs Anderson could reapply w1th1n one year 1f she
removed all storage from her garages so that they may be used for

Mr R1pperdan asked 1f ne1ghbor1ng stores were 1n agreement w1th a
pet store Fred Mathyssen Jr Artes1a Cal1forn1a stated all were
1n agreement 1n the Merchants Assoc1at10n Secretary reported he
had made contact w1th the Rossmoor Center Management and they were
1n agreement Cha1rman Knapp quest10ned the fact as to pets be1ng
kept w1th1n the store Mr Mathyssen Jr stated yes except for the
dogs who were taken out back to excer1se 1n kennels prov1ded
Mr Cov1ngton asked 1f the an1mals were kept 1n the front or rear of
the store and 1f w1ndow d1splays of an1mals were allowed Mr Mathyssen
Jr repl1ed that a small area 1n the front of the store would be used
for cats and that a b1rd would be d1splayed 1n the front w1ndow
Mr Cov1ngton quest10ned n01se by an1mals carrY1ng 1nto the other
stores and 1f that n01se would become a problem to ne1ghbor1ng store
owners Mr Mathyssen Jr stated that n01se control was m1n1mal and
that they were requ1red to rotate the an1mals every twenty m1nutes
as requ1red by the Orange County Humane Soc1ety Publ1c Hear1ng

Secretary presented a Staff Report address1ng the var10US 1tems 1n
the June 1st Task Outl1ne Publ1c Hear1ng Opened The Comm1ss1on
d1scussed the Staff Report and asked for clar1f1cat1on on a number
of stat1st1cs 1n the report Ch1 Kredell 1615 Seal Way spoke 1n
favor~of perm1tt1ng condom1n1ums 1n the C1ty due to 1ncreased home
owner sh 1P He suggested that the 1n 11eu fees be reduced 1n sub-
d1v1ded areas due to h1gher land costs eX1st1ng parkland etc
J1m Watson 101 Ma1n Street spoke 1n favor of perm1tt1ng both
converS1ons and construct1on of condom1n1ums He noted that present
costs to convert (w1thout h1gher 1n 11eu fees) 1S approx1mately
$5 000 and therefore all potent1ally convert1ble un1ts w111 not be
converted In response to a quest10n he noted that 1n new construct1on
of condom1n1ums a h1gher qual1ty of f1xtures and generally better
construct1on techn1ques The Comm1ss1on d1scussed var10US concepts
regard1ng condom1n1ums w1th Mr Watson Zory Zussman stated that
amen1t1es should be prov1ded 1n all condom1n1ums and the C1ty should
not cons1der any changes 1n regulat10ns wh1ch would lower costs
Steve Cost1nt1no 805 Ocean Avenue spoke 1n favor of converS1ons of
apartments to condom1n1ums Cov1ngton requested cop1es of the var10US
stud1es and Ord1nances received from other c1t1es Cook noted that
1f un1ts are converted to condom1n1ums 1t would serve to 1ncrease
rents 1n the rema1n1ng un1ts Mr Cov1ngton suggested that the C1ty
determ1ne what the ont1mum number of var10US res1dent1al un1t types
should be 1n the C1ty Publ1c Hearing Blosed The matter in
cont1nued unt11 July 5th for another Publ1c Hear1ng
