2 '!'he City of Seal Beaoh, by and through its City Couno1l,
3 does ordain as follows:
4 WHEREAS, the registered voters of the City of Seal Beaoh,
5 California, under Ordinanoe No. 154, entitled: "AN ORDINANCE OF
6 THE CITY OF SEAL BEACH, CALIFORNIA, FOR THE ASSESSMENT AND COLLEC";
7 TION OF TAXES IN SAID CITY, THE APPOINTMENT OF A DEPUTY CITY CLERK
8 WHO SHALL BE EX-OFFICIO TAX ASSESSOR, AND REPEALING ORDINANCE NO.
9 12, AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HERnITH"
10 did at a General Munioipal Eleotion held in said City on Apr1l 14th
11 1930, and wh10h such Ordinanoe was submitted as an Initiative, oast
12 a suff101ent number of votes in favor of the adoption of suoh Ordi-
13 nanoe, relative to the assessment and oolleotion of taxes by said
14 City and for said municipal corporation, and by said Ordinanoe
15 there was created in said City the Off1oe of a Deputy City Clerk
16 who shall be Ex-Offi010 Anessor and Tax Colleotor of said City; an
17 WHEREAS, such Assessor has completed an Assessment of all
18 taxable property within the oorporate l1m1ts of said 01ty subject
19 to taxation in aocordanoe wi th the provisions of said Ordinanoe,
20 the laws and the Constitution of the state of California, and pre-
21 pared an assessment roll thereof, and deposited the same with the
22 City Clerk for submission to the City Couno11 of said City, and
23 whioh City Couno1l has duly equalized the same, showing the total
24 value of all property wi thin the 01 ty of Seal Beach for the oorpor-
25 ate year 1948-1949 as equalized and to be oolleoted, and fixed the
26 SUlll, as shown by said Assessment Roll for said year at: t8,440,380:
27 and
28 WHEREAS, the amount of money ascertained and neoessary to be
29 raised by taxation upon the taxable property wi thin the City of
30 Seal Beach as a revenue to oarry on the various departments of said
31 C1 ty, and to pay the bonded indebtedness falling due for the our-
32 rent year 1948-1949 is fixed at the SUIII of $114,473;

1 NOW, THEREFORE. BE IT ODRAINED BY THE CITY COUNCIL. as
2 follows:
3 SECTION I: That the total valuation of the taxable propert;y
4 of the Clty of Seal Beach is the sum of $8,440.:580, and shall be
5 used as a basis for the levy of the taxes for the City of Seal
6 Beach. California, which levy shall be made and collected as by
7 law provided.
8 SECTION 2: That the rate of taxes for municipal purpcses and
9 to P&1 the bonded lndebtedness and lnterest of the Cl ty ot Seal
10 Beach, California. for the current year 1948-1949 is hereby fixed
11 at $1.:56 on eaoh One Hundred Dollars ot the taxable propert;y of
12 said Ci t;y. and said sum ls hereb;y levled upon all of said taxable
13 propert;y of said Clt;y as ascertained and assessed b;y the C1ty As-
14 sessor and equalized b;y the C1ty Councl1 of the City of Seal Beach,
15 Callforn1a, as aforesaid, and which rate, so fixed. shall be ap-
16 portioned among the general and special funds to pay the current ex-
17 pens~s. bonded lndebtedness and interest and other lndebtedness of
18 said Cl ty falling due for the t1scal yee:zo 1948-1949 and other sev-
19 eral sums to be raised and fixed as proVided by law, as follows, t
20 wi t :
21 1. For the General Fund $1.00 on each One Hundred Dollars
22 of the taxable property of said Clt;Yi
23 2. For the I4unlcipal Improvement Bond Fund of 1929 $.0364

25 3. For the Waterworks Bond Indebtedness Fund of 1921 $.0260
26 on each One Hundred Dolle:zos of the taxable propert;y of said C1ty;
27 4. For the Sewage Treatment Bond Fund of 1935 $.0290 on each
28 One Hundred Dolle:zos of the taxable property of said City;
29 5. For the Breakwater Bond Fund of 1935 $.0442 on each One
30 Hundred Dolle:zos of the taxable propert;y of said C1 t;y;

12 1mmediate preservat10n of publio heal th, peaoe and safety. The fol
13 lowlng is a spa oif1c statement show1ng the urgency of this crdi-
14 nanoe:
15 That the revenue to be derived from the taxes to be levled
16 and oolleoted in aocordanoe wlth the terms hereof ls necessary tor
17 the preservat10n of public health, peaoe and safety; and 1n order
18 for th1s ordinanoe to be 1n effeot ln time requ1red for this year's
19 tax levy, an ordinanoe 1s now immediately required.
20 SECTION 4: The C1ty Clerk shall oertify to the separate vote
21 on the urgency of th1s ordinanoe and 1 ts passage and adoptlon by a
22 vote of tour members of the C1ty Councl1 of the Clty Qf Seal Beach,
23 and 1 ts approval by the Mayor of the Cl ty of Seal Beach, and oause
24 the same to be publisheq. once 1n the SEAL BEACH REWS, a nll'wspaper
25 pr1nted, published and oirculated 1n the C1 ty of Seal Beach, and
26 upon suoh publication th1s ordinance shall beoome 1mmediately opera
27 t1ve and take tull etfeot.

I, John W. Mulcahy, the duly elected, qualified and
acting City Clerk of the City of Seal Beach and ex-officio Clerk
of the City Council of said City of Seal Beach, do hereby certify
that the whole number of members of the City Council of the City
of Seal Beach is five; that the foregoing Ordinance was first read
to said City Council at a regular Adjourned meeting thereof held
on the 23rd day of August 1949, and was again read to said Council
at a regular meeting thereof held on the ?Dh day of September 1949,
and was passed and adopted by the affirmative votes of all five
members of said City Council as follows:
