The 01t;y of Seal Beach, b;y and through 1ts C1 t;y COUDC1l,
1 does ordain as tollows:
2 SECTION 1: Ordinance No. 320 of the C1t;y ot seal Beach, be-
3 lng RAN ORDINANOE OF THE OIn OF SEAL BEACH, OALIFORNIA, PROHIBIT-
4 ING THE PLAYING OF CERTAIN GAMBLING GAllES AND PROHIBITING THE MAIN-
5 TENANOE OR OPERATION OF PLACES FOR PLAYING SUOH GAMES, PROHIBITING
6 THE POSSESSION OF SAID DEVICES AND PROVIDING A PENALTY FOR VIOLA-
TION THEREOF, DEOLARING CERTAIN DMCES TO BE NUISANCES .AND PROVID_
ING FOR THE ABATEMENT THEREOF, PROVIDING FOR EXOEPTIONS, AND REPEAL
ING ALL ORDINANomS OR PARTS OF ORDINANOES IN OONFLICT WITH THIS 0R-
DINANCE', 1s hereb;y amended b;y addlug new sect10ns thereto, to be
known as SECTIONS B-A, B-B, B-C, B-D, B-Z and B-F, to read as fol-
lows:
'SECTION B-A: It shall be and 1s hereb;y declared UD-
lawfUl tor any nonprot1t bonaf1de organizat1on, assocla-
tion, olub or nonprof1t corporat10n def1ned b;y SECTION a
hereof, to operate, oonduct or to perm1 t to be operated
or conducted, any game or games mentioned in Ordinance
No. 320 Of the City of Seal Beach, without haviug a per-
mit or 110ense issued b7 the Clt;y Counc11 of said C1ty
to do so.'
'SECTION B-B: That no perm1t for the pla;y1ng Of
lawfUl games ment10ned 1n Ordinance No. 320, b;y a nonprof-
1t bonaf1de organization, allBoc1aUon, olub or nonprot1t
oorporat10n defined 1n smCTION a hereof, shall be granted
exoept upon the p~ent ot an annual perm1t or l10ense fee
1n the sum of .10 OOO~ In the event a l10ense or per-
mit shall be granted tor the balance ot th1s f1scal ;year,
the permit ree shall be ..s-:oooeE;. Thereafter the per-

'SECTION 8-0: That the C1ty reserves the r1ght, and

Cit;y: and provided further, that no more than one li-
cense for the operation and conduct of any game or games
shall be granted tor each 2,500 popUlation, 01' f'raotlonal
part thereof, based on the last United states Oft101al
Census..
'SECTION 8-D: That no license 01' permit shall be
granted to any operator, as aforesa1d, which shall per-
mit 01' authorize the operation 01' oonduct of any game
or games proh1bi ted b;y an;y ordinance of the Ci ty of Seal
Beach 01' b;y any law of the State of California. I
'SECTION 8-E: That no l1cense or permi t shall be
granted by the Cit;y Council of the City ot Seal Beach
to operate or to conduct any game prohibited b;y this
Ordinance, to any person, tirm, copartnership or corpo-
ration, except as provided for b;y SECTION a hereof.'
'SECTION 8-1': All appl1cations by nonprofit bonatlde
organizations, assooiations, clubs, and/or any nonprofit
corporation now organized under the laws of the State of
California for a permit 01' lioense to oonduot games not
proh1bited by the laws of the State of California and
the Ordinanoes of the City of Seal Beach, shall be in
form required by the City Counoil and the City Counoil
shall have the. right to den;y any suoh applioation for
suoh lioense without giVing any grounds thereror, exoept
that the granting thereotwO'dld be inimical to the best
interests and weltare ot said Oi ty, and the iDhabl tants
thereof,'
SECTION 2: This Ordinanoe shall be printed and published
onoe in the SEAL BEACH NEWS, a newspaper printed, published and
ciroUlated in the 01 t;y of Seal Beach, and shall take efteot and be
in force 30 4&7s f'rom and after its tinal adoption b;y the Ci t;y
Oounoil.
