THE PLANNING COMMISSION MET IN REGULAR SESSION ON WEDNESDAY
AUGUST 2 1978 IN THE COUNCIL CHAMBERS OF THE CITY
ADMINISTRATION BUILDING 211 8th STREET THE MEETING WAS
CALLED TO ORDER AT 7 30 PM BY CHAIRMAN RIPPERDAN AND THE
PLEDGE TO THE FLAG WAS LED BY VICE CHAIRMAN COVINGTON

Helen Fox 801 Ocean Avenue spoke br1efly on the subJect Mr Cook asked 1f
set cond1t10ns spec1f1ed 1n the Staff Report were a h1nderance and questloned
the smoke detectors 1n the un1ts Mrs Fox stated that smoke detectors would
be 1nstalled 1n both un1ts and that the spec1f1ed condlt10nes would not present
any problems Mr Cov1ngton quest10ned the number of water meters prov1ded
Secretary noted there were two master meters 1nstead of S1X 1nd1v1duals meters

Cook moved to approve CP 5 78 w1th the cond1t10ns prov1ded 1n the Staff Report
Seconded by Mr R1pperdan 01Scuss10n followed Mr Cov1ngton was 1n quest10n
of the two water meters for SlX un1ts and suggested separate meters per un1t
to observe conservancy of water Mr Cook stated~Resolut10n 1065 was meant to ~
apply to new construct10n more so than to a converS10n ~1r Cook asked how the
common water was to be handled Mrs Fox stated the laundry area was common wlth
one b1ll for all un1ts Mot10n passed unan1mously by members present

11mlt on development The Clty has had a trend toward low dens1ty S1nce
1969 There has been a lot of change In the Clty 1n the last 13 years
wlth more un1ts added and more automobl1es W1thout a 11mlt on
development there 1S a danger of 10s1ng the s1ngle faml1y resldence In
the Coastal 01str1ct By lowerlng the denslty In the Coastal 01strlct
the speculatlve market should decrease Cook stated that he agrees wlth
the wlshes of the communlty to preserve s1ngle faml1y resldences but
does not agree wlth the proposed means to achleve the ends The proposal
for low denslty wl11 pass on approxlmately 200 lots the burden of solvlng
problems not created by them There should be lncentlves to malntaln
s1ngle famlly res1dences and dlslncentlves for multlple famlly unlts
Cook noted that recent remodels and new constructlon of slnqle faml1y
resldences does not hold addltlonal setbacks or provlde open space on
the lots If low denslty 1S approved most propertles wl11 be nonconform1ng
and the Commlsslon may change ltS POllCY and prohlblt addltlons to non
conformlng propertles The Clty should look 1nto methods of reduclng
densltles In over crowded areas rather than slmply reduce densltles
everywhere

used to 11mlt densltles
Covlngton moved to recommend to Clty Councl1 that densltles In the Coastal

Secretary reported to the Comm1ss10n that the Lumber Yard at the Ed1son Tr1angle
Development would be gOlng out of bus1ness Mr Watson prov1ded add1t10nal
1nformat10n on the econom1C d1ff1cult1es of relocat1ng the Lumber Yard and the
attempts by var10US people to f1nance the relocat10n Mr Uatson asked the
Comm1ss10n for suggest10ns for the Lumber Yard slte Mr R1pperdan asked Mr
Watson about the poss1b1l1ty of off1ce space Mr Watson stated lS was not
econom1cally feas1ble Mr Cov1ngton suggested a comb1nat10n Hardware Lumber Yard
